Banking is an industry closely related to people's livelihood and it is very essential to maintain a healthy and orderly development of the banking sector. Since entering the 21 st century, China's four big joint-stock commercial banks, ICBC, ABC, BC and CBC, have started data centralization project in succession and completed the transformation of information technology and the risks facing the banking industry have also been changed. Information technology has become the cornerstone of the banking industry. Once the information technology risks occur, they will result in huge losses with unimaginable disastrous consequences. Data center includes a variety of servers, network equipment and so on. Bank data center room provides physical protection for the business.Project risk management is an important part of the construction project management, determining whether a project can be successfully put into operation. To carry out risk management on construction projects is the future trend of development. Risk research is conducted on the data center room construction project of the Bank to identify the risks and dispose them, which ensures the stable operations of the banking system in the basic environment.With the data center construction project of Agricultural Bank of China Heilongjiang Branch as the research object, starting from the internal and external environment, this paper analyzes the risks of this research project. Risks in planning and design phase, construction phase and the operational phase of acceptance are identified and assessed.By way of establishing the Panel of Experts, various risks are classified and the risk assessment system of this project is built. AHP is adopted to analyze the risk points of the project and calculate the weight of each risk point. The main risk is seized through sequencing and both primary and secondary elements are taken into account to provide the basis for the project risk control. Finally, FCA is used to calculate the final score of the evaluation of the project and we obtain the result that it is a low-risk project.
