"After-school delay service" in primary and secondary schools is a project to benefit the country and the people,as well as an important part of quality education.The introduction of "double reduction" policy creates a new opportunity for personalized teaching service.Improve the original educational situation,give play to the advantage of "double reduction",make up for the vacancy of classroom teaching,give play to the personalized education function,after-school delay service plays an important role.However,due to the differences in educational resources between urban and rural areas,there are many differences in after-school delay services between urban and rural primary and secondary schools.Based on the background of "double reduction" policy,this paper takes many schools in Y City as the object,conducts a comparative study on after-school delay service of primary and secondary schools in urban and rural areas,and proposes feasible countermeasures to improve the after-school delay service system in urban and rural areas and improve the quality of after-school service.By adopting the methods of literature,questionnaire,interview and observation,400 students and 431 parents of urban and rural primary schools in Y City,Liaoning Province were surveyed,and relevant personnel were interviewed to study the types of delay service,the participation of delay service,the provision of delay service courses and the satisfaction of delay service in urban and rural primary schools.Through comparative analysis,it is found that there are differences between urban and rural primary schools in the implementation of after-school delay service,including the comparison of urban and rural primary schools in the process of setting up after-school delay service site utilization,teachers,curriculum type,curriculum content,curriculum selection,safety guarantee,supervision and evaluation,and then find the reasons for the different implementation effects of after-school delay service in urban and rural primary schools.This study combines the comparison of parents’ and students’ cognition degree of "double-reduction policy","after-school service" concept and support degree of after-school service development in urban and rural primary schools,and analyzes the difference of after-school service in urban and rural primary schools under "double-reduction policy" with multiple factors.Comparing the difference between urban and rural primary schools in the "double reduction" policy of delayed service after class will play a certain role in promoting the balanced development of education.In the long run,after-school delay service is not only a livelihood project to solve the problem of 3:30 school day and solve the burden of picking up parents,but also an important measure to promote quality education,give play to the characteristics of local education and promote individual personalized development.Based on the comparison results,the paper analyzes the problems existing in the differences between urban and rural primary schools,evaluates the differences in curriculum Settings,analyzes the factors that cause the differences between urban and rural primary schools in the service of "double reduction" policy after class,scientifically demonstrates the influencing factors,and finds the methods and countermeasures to balance the differences.It is found that urban and rural primary schools generally have problems such as low participation rate of students and lack of awareness of parents.However,the implementation effect of urban primary schools is better than that of rural primary schools.In particular,there are many urban primary schools with school-running characteristics,and the school-running quality of urban primary schools is generally higher than that of rural primary schools.In view of the existing problems,this paper puts forward some suggestions to optimize the after-school delay service of rural primary schools: first,we should perfect the management system and enrich the curriculum content;Constantly expand service channels,improve the quality of the classroom;Optimize the teaching staff,pay attention to teacher training;Innovating classroom model and renewing educational idea;We should strengthen inter-school cooperation and realize resource sharing.Stimulate students’ motivation and encourage students to choose freely;Finally,promote home-school cooperation to form educational force;The key is to break out of educational norms and unleash the potential for innovation.
