| In order to solve the current problem of excessive academic burden and education capitalization among primary and secondary school students in China,the State Council issued the "Opinions on Further Reducing the Homework and Off campus Training Burden of Students in Compulsory Education" in July 2021.Standing at the strategic height of achieving the great rejuvenation of the Chinese nation,the "Double Reduction" policy proposes to improve the level of after-school services in schools and meet the diverse needs of students.Among them,the after-school sports delay service,as an important part of after-school service,plays a role in promoting students’ physical health,cultivating student movement ’interest in sports,and enriching their spare time life,so as to comprehensively implement the Party’s educational policy and implement the fundamental task of building morality and cultivating people.Due to the late implementation of after-school sports extension services in primary schools in China and the lack of sound social coordination mechanisms,many problems still arise in the process of promoting service work by the government.Based on this,this paper uses the methods of literature review,questionnaire survey,interview and mathematical statistics to investigate the current situation of eight primary schools in M City,comprehensively analyzes the difficulties and causes of the implementation of after-school sports delay service from the perspective of collaborative governance,and proposes its promotion path.According to the survey results,from the perspective of collaborative governance,there is a low degree of cooperation among participating entities in the implementation of delayed after-school sports services in primary schools in M city;Poor infrastructure guarantee;The dilemma of low selectivity in service content is summarized from macro,meso,and micro perspectives,and it is found that it is related to the implementation of national governance policies,the degree of construction of government governance mechanisms,and the internal governance capacity of schools.With the progress of China’s social development and the update of people’s education concepts,the implementation of delayed primary school after-school sports services not only relies on the form of "government led,school organized",but also collaborates with parents,third-party sports training institutions,and communities to build a multi-party collaborative promotion system.The government is responsible for formulating policies,coordinating guidance,coordinating funds,and supervising and evaluating;The school is responsible for formulating implementation plans and organizing their implementation,effectively implementing them,and strengthening supervision;Families should actively cooperate and participate;Social organizations,youth sports club and training institutions that participate in providing after-school sports services should strengthen self supervision and seek high-quality services.Therefore,from the perspective of the entire process of collaborative governance,collaborative development,and collaborative optimization,this article believes that the supply of policies and regulations should be guaranteed first,followed by the establishment of a multi entity collaborative governance mechanism,and finally,the improvement of campus management measures. |
