In the face of practical problems such as the urgent need to solve the "three-and-a-half" problem in primary schools and the gradual increase in the academic burden of primary school students,in 2017,the General Office of the Ministry of Education issued the "Guiding Opinions on Doing a Good Job in After-school Services for Primary and Secondary School Students",which put forward guiding suggestions for effectively doing a good job in after-school delayed service for primary and secondary school students.All localities have actively responded to the requirements of national policies,issued relevant documents to provide institutional guarantees for after-school delayed services,and achieved certain results.However,due to the short development period,less theoretical support,more scattered research,and the system is not mature enough,there are many problems in the implementation process.Therefore,it is necessary to investigate the current situation of after-school delayed service in primary schools under the background of double reduction,find problems,analyze the causes,and further optimize the path of after-school delayed services in primary schools.This study theoretically improves the theoretical research on after-school delayed service in primary schools under the background of "double reduction",which is helpful to provide a reference experience and reference blueprint for primary schools in other regions to carry out after-school delayed service,and provides senior policy suggestions for government departments to formulate policies related to after-school delayed service.Due to the large number of contents and subjects involved in after-school delayed service,in order to systematically analyze and summarize it,this study takes the four participating subjects of teachers,students,parents and school administrators of three primary schools in N City,Jiangxi Province as the research objects,and uses the literature method,questionnaire survey method and interview method to start from the six dimensions of the basic situation,demand,cognition,participation,implementation and satisfaction of the after-school delayed service.Investigate the current situation of after-school delayed service in primary schools under the background of "double reduction";The case analysis method was used to conduct in-depth investigation and analysis of the development of after-school delayed services in three primary schools in N City.By analyzing the current situation of after-school delayed service in N city,it is concluded that the after-school delayed service in N city has four problems: the workload and pressure of primary school teachers,the after-school academic burden of primary school students does not decrease but increases,the economic pressure and safety burden of parents increases,and the content of school after-school delayed service is too narrow.Tracing back to the root causes,it is found that it is mainly caused by five factors: the need to strengthen the relevant government system guarantees,the deviation of teachers’ own professional understanding,the difficulty of schools to meet diversified needs,the lack of social participation in after-school delayed services,and the lack of experience in the development of after-school delayed services.Based on the survey results,analysis of influencing factors and typical case analysis,the researchers put forward strategies to improve the quality of after-school delayed service in primary schools under the background of "double reduction" from four aspects: government,school,teacher and society.At the government level,first,it is necessary to provide sufficient financial support and guarantees,second,to establish and improve the supervision and evaluation system,and third,to establish a volunteer pool for after-school delayed service;At the teacher level,first,it is necessary to strengthen relevant policy learning and research,establish a correct concept of after-school delayed service,and second,expand the knowledge of science,technology,culture and sports,and improve the guidance ability of after-school delayed service;At the school level,first,it is necessary to set up flexible school hours for primary school students,second,to improve the treatment of teachers’ after-school delayed services,third,to improve the quality of after-school delayed services in primary schools,and fourth,to launch after-school services "one school,one case";At the social level,first,social public education facilities should be open to primary school students,second,universities and primary schools should establish cooperation to support them,and third,teachers from external institutions should actively participate in them.
