Research On Coordinated Governance Of Small Basketball In Nanjing Under The Background Of "Double Reduction" Policy

In order to further promote the development of basketball in China,the National Basketball Association restarted the "small basketball" development plan in November 2017 and decided to start with children and teenagers to lay a solid foundation for the development of big basketball.In July 2021,the state promulgated the relevant opinions on further reducing the homework burden and after-school training burden of students in the stage of compulsory education(hereinafter referred to as the "double reduction" policy).The promulgation of this policy created new opportunities and challenges for the development of small basketball.This paper takes the development status of small basketball in Nanjing under the background of "double reduction" policy as the research object,adopts the methods of literature,questionnaire and field investigation,and starts with the collaborative governance theory,explores the problems existing in the development process of small basketball in Nanjing under the background of "double reduction" policy,and puts forward the corresponding development countermeasures.The following conclusions are drawn through the study:Under the background of "double reduction" policy,the development status of small basketball in Nanjing: at present,the overall number of basketball characteristic schools in Nanjing is small and the regional distribution is uneven.Students and parents have a single way to obtain information about small basketball,and students’ mastery of the basic knowledge of small basketball is not ideal.The frequency of students participating in small basketball is low,and most of them only play small basketball once a week.Due to the lack of small basketball equipment in public basketball courts,most students only play in schools,so the construction of field equipment needs to be paid attention to.The number,age,educational background,major and other conditions of school teachers and institutional coaches can basically meet the needs of students in class,but teachers and coaches are not active enough in small basketball knowledge training,and the mastery of small basketball rules is poor.Nanjing Basketball Association did not establish a convenient network information platform,resulting in information blocking and inconvenient communication.In view of the current situation,this paper introduces the collaborative governance theory to explore the development of small basketball in Nanjing under the background of "double reduction" policy.It is found that the government has not formulated the basic laws and policies to regulate the development of small basketball training market;Teachers and leaders do not have a clear understanding of collaborative governance theory;Parents are old-fashioned and do not pay attention to physical education;The management system of training institutions is not standardized;The cooperation between schools and training institutions is not effective;The function of Basketball Association has not been brought into play;Deviation of teaching concept of training institutions.Using the collaborative governance theory,this paper determines the governance subjects of small basketball,analyzes their scope of responsibility,and constructs a "five in one" collaborative governance framework system of small basketball,which integrates the government,schools,social organizations,markets and families.It also requires that government departments give full play to their guiding role,coordinate the overall situation,standardize the governance process,and actively issue safeguard policies;The basketball association should establish a convenient network communication platform,integrate relevant resources and provide information guarantee;School teachers and leaders should actively strengthen the learning of their own collaborative governance concept and implement relevant policies and systems;Training institutions and other market players should constantly improve their internal management system and establish good communication and cooperation with schools;Students and parents actively play their supervisory responsibilities,supervise and evaluate the governance process,and jointly promote the development of small basketball in Nanjing.
