Alleviating the excessive burden on students has always been one of the hottest topics in the field of education in China.In the recent years,China has formulated and issued a number of burden alleviation policies to continuously improve the quality of education and reduce the excessive academic workload of primary school students,so as to promote students’ all-round development.However,due to a variety of complex factors,the effectiveness of burden alleviating varies greatly in different places and schools.With the modernization of education governance,on July 24,2021,the Central Committee and the State Council jointly issued the Double Reduction Policy and the Five Management related provisions.It is aim to further improve the quality of school education at the compulsory education stage,to further reduce the excessive academic burden on primary students and anxiety of their parents,to standardize school teaching behavior and improve the quality of school education,to standardize the behavior of curriculum-based training institutions and rectify the education and training market,in order to create a good social environment for education and training.As the most stringent burden alleviation policies in Chinese history,Double Reduction is a major measure and livelihood project of our country to effectively reduce the excessive academic workload and other problems of primary school students.Over a year,the burden alleviating has achieved certain initial results.However,there are also big disputes in different places and schools.For example,the improvement of teaching quality is not so obvious in some schools,some students are still under great academic pressure,the excessive workload is too heavy for rural teachers,the efficiency of homework management is too low in rural schools,the transformation of urban training institutions is difficult.And the efficiency of homework management and the quality of after-school service vary greatly between urban and rural primary schools,etc.Based on this,this study focuses on the effect of the burden alleviation of certain primary case schools to conduct a cross-case study in the compulsory education stage in Yuzhong County and Qilihe District of Lanzhou City.It includes three representative rural primary schools in Yuzhong County and two representative urban primary schools in Qilihe District.The research is mainly carried out from the following four aspects.First of all,based on the formal evaluation perspective of the Public Policy Evaluation Theory,combined with the existing research,build an analysis framework for the effectiveness of burden alleviating.And then we carry out analysis and research on the effect of burden reduction from the dimensions of school curriculum management,examination management,homework management,time management,after-school services,after-school training institutions and students’ mental health.Based on the relevant theories of the Multi Center Governance Theory,combined with the existing research,an analysis framework of the impact factors of the burden alleviating effect is constructed,which specifically analyzes the impact factors from the administrative departments,schools,students,families and social environments.Through the investigation and analysis,it is found that the effectiveness of burden alleviating has achieved initial results in the implementation of the Double Reduction Policy in urban and rural case schools.For example,the management of the case schools has been further standardized,the level of after-school service has been continuously improved,the anxiety of students and parents has also been partially alleviated,and the expenditure on after-school institutions has been sharply reduced.Meanwhile,there are still many problems in urban and rural case schools,such as low quality of burden alleviation policies implementation and exam management,difficult transformation of surrounding training institutions,and obvious differences between urban and rural case schools in the possession of educational resources,operation management,and family school co-education.There is a large gap between urban and rural case schools in the effectiveness of burden alleviating.Based on the Multi Center Governance Theory,to analyze the differences about influencing factors of the effectiveness of burden alleviating in urban and rural case schools.Through the investigation and analysis of various subjects related to burden alleviating,it is found that the differences about influencing factors include administrative departments,schools,students,families and social environments.For example,the system construction of the administrative competent department is not perfect,and there is mechanical implementation of the burden alleviating policy,so the supervision work needs to be further strengthened.In the case schools of urban and rural,there are obvious differences in the ownership of property,location advantages,the degree of perfection of the Home-School Community coordination mechanism,the comprehensive quality of students and parents,learning concepts,living habits,education concepts,family education ability and environment,which all affect the effectiveness of burden alleviating.In addition,the differences in various training institutions,social morality order,supporting facilities and student peer groups around make the social environment of burden alleviating significantly different,which also affects the effect of the burden alleviation.Finally,this study puts forward corresponding policy suggestions by comparing and analyzing the overall situation and influencing factors about the effectiveness of burden alleviating in urban and rural cases in Lanzhou under the background of Double Reduction Policy.First of all,improve relevant administrative mechanisms as soon as possible.Focusing on the participation of multiple parties in the process of policy formulation and implementation so as to improve the scientific nature,effectiveness and publicity of the relevant policies.What’s more,expand the publicity channels,strengthen the transformation and continuous improvement of the educational concepts of all relevant subjects.Besides,we should advocate to adjust certain measures to local conditions and formulate differentiated urban and rural burden alleviation policies to promote the improvement about the effectiveness of burden alleviating.Last but not least,we should improve regulatory efficiency and optimize supporting policies to alleviate the excessive burden on students.It is hoped that this study not only can help improve the implementation effect of the burden alleviation policies for primary school students in Lanzhou,but also provide a reference perspective and reference value for formulating relevant policies in the future.
