Off-campus training institutions in our nation have grown quickly in recent years,the teaching assistant markets and training scales have become increasingly large.Along with the "training fever",off-campus instruction that was intended to provide "shadow education" gradually veered off course and interfered with regular schooling.In July 2021,at the 19th meeting of the Central Committee for Comprehensively Deepening Reforms,General Secretary of the CPC Central Committee and President Xi Jinping reviewed and approved the "Opinions on Further Reducing the Burden of Homework and Off-campus Training for Students in Compulsory Education".The "double reduction" policy,in particular the critical application of the issue of "cutting the load on campus and raising the burden outside the school," has played a vital role in policy guidance for defending the rights of students in the compulsory education stage.Reducing the burden of off-campus training is one of the main goals of the "double reduction" policy,which also stipulates that off-campus training institutions’ governance must be strengthened,their approval must be strictly regulated,and the creation of off-campus training institutions with a particular focus on a particular discipline is strictly forbidden.Although off-campus training institutions have improved their governance,there are still governance challenges and pain points,and families continue to have a strong demand for off-campus training institutions.Under the "double reduction" approach,it is not impossible for off-campus training institutes to undergo invisible mutation.The corresponding supporting changes must be strengthened,and high-quality education must still be completely supported in order for the "double reduction" to be truly effective.This study organizes and briefly reviews the pertinent domestic and foreign literature on off-campus training institutes and the "double reduction" policy in order to establish the framework of this paper based on the research of predecessors.The"double reduction" policy’s formal value and substantive value are both examined in the examination of the governance logic of off-campus training institutions under the direction of this policy,which first examines the micro,meso,and macro motivations for its adoption.Once more,it thoroughly examines the factors that make off-campus training institution governance a crucial component of the "double reduction," and it concludes by summarizing the success of such governance and the challenges that have previously existed.Three aspects of the governance of off-campus training institutions under the "double reduction" policy,the basic situation of off-campus training institutions in Pulandian District,Dalian City,and the governance status of off-campus training institutions under the "double reduction" policy were examined through questionnaires and interviews.make a declaration.Following an investigation,it was discovered that there are several issues with the "double reduction" policy’s governance of off-campus training institutions in Dalian City’s Pulandian District,including a lack of manpower in the supervision department and a high workload,a rapid governance process that only treats the symptoms.The last piece of strategic advice is put forth through an empirical review of off-campus training institutes’ governance both domestically and internationally.Improve rules and regulations first,then introduce industry autonomy.To prevent the growth of off-campus training institutions,tighten up the rules governing education and underline the importance of off-campus training facilities.In parallel,the Private Education Association of my country’s Training and Education Professional Committee has honed its duties in response to various demands in order to seek transformation and emulate the Japanese National Association of Learning Schools,which has a variety of functions including developing industry standards and implementing certification;The second is to improve the after-school program and strengthen school education.The best method to stop the growth of off-campus training institutions is to effectively improve the standard of instruction in schools and ensure that after-school programs run continuously.Schools should take the lead,improve teacher preparation,improve the quality and scope of after-school programs,and swiftly integrate off-campus resources.cooperate and exempt pupils from payment from low-income families;The third is to hasten the reform of the system of entrance exams and the system of education evaluation.Exams and questions need reform.Change the way test questions are set up,address parents’ concerns about academic performance,postpone the senior high school entrance exam diversion policy,and allay parents’ concerns about making hasty decisions regarding the course of their children’s lives.In addition to academic achievement and intellectual ability,consideration should be given to the development of morality,specialty,interests,social practice,etc.in addition to the overall quality of students,which should be thoroughly studied and scientifically evaluated.Making full use of blockchain,artificial intelligence,big data,and other cutting-edge technologies as well as the deeply integrated evaluation of student education will improve the establishment of comprehensive quality files for junior and senior high school students,change the use of test scores as the only criterion for evaluating students,and effectively promote comprehensive quality The "double reduction" policy has produced useful outcomes,the evaluation has gained traction,and the burden on students has been significantly decreased.The "double reduction" program has generated constant interest in society since it was implemented.Numerous news stories have been published on the "double reduction" policy’s interpretation,the evolution of off-campus training facilities,market access,employment opportunities for teachers,and survival challenges.Lack of off-campus training is a problem.The optimization of the governing logic and strategy of off-campus training institutions under the direction of the "double reduction" policy,however,calls for urgently more research and discussion.This article focuses on the current state of the "double reduction" policy-related governance of off-campus training establishments.It doesn’t just focus on the governance of off-campus training institutions by studying the existing state of off-campus training institutions,the issues and contradictions in governance against the backdrop of "double reduction." In order to advance the pertinent research on off-campus training institutions under the auspices of the "double reduction" policy,strategy research as well as more realistic improvement methods in terms of laws and regulations,on-campus teaching,examination and evaluation system,etc.,were put forth.
