Research Of The Dilemma And Improvement Strategy On The Implementation Of The “One Shoulder To Pick” Policy Of The Village Committees

Grass-roots governance in China has gone through several stages,including the period of cooperation,the period of people’s communes,and the period of villagers’ autonomy.In the mid-to-late 1990 s,the “three self” and “four democracy”management modes of the villagers’ self-governance committee were basically established.In 2002,the Central Government of the Communist Party of China(CPC)issued an official document to promote the “one shoulder to pick” model of village committees in most rural areas,thus improving the efficiency of social management.On the other hand,with the promotion and deepening of “one shoulder to pick” policy,some deficiencies are gradually exposed during work practice.With the attention of relevant researchers and governments at all levels,these problems are constantly being explored for more rational,efficient,and practical solutions,promoting the development of “one shoulder to pick” mode.In this context,the author studies the "shoulder to shoulder" work of the two committees of Villages in GX Town,DT City from the perspective of an experienced person,as well as the relevant work after the change.First of all,learn relevant literature,sort out and understand the basic concept,research status and development process of the "shoulder to shoulder" policy implemented by the village two committees.Secondly,using the method of interview and investigation,this thesisconducts a review and analysis of the relevant processes in the general election of committees of two villages in DT City in 2021,and conducts field interviews with relevant personnel to analyze the implementation of the "shoulder to shoulder" policy of the two village committees;analyze the factors that affect the implementation of the "shoulder to shoulder" policy of the village two committees.After statistical analysis of the survey results,this thesis finds that GX Town has some problems in implementing the "shoulder to shoulder" policy,such as the way of determining candidates being questioned;the work of village and group cadres is arduous;and there are problems such as resistance in the election of cadres who have been demoted to posts.According to the analysis,the main reason for the above problems is to focus on the proportion of term change;the weakening of democratic consciousness;profit distribution;power supervision loopholes;party building is weakened.Based on the above analysis,this thesis focuses on strengthening the field research at the grass-roots level and appropriately promoting the "shoulder to shoulder" policy;strengthen the work of rural party building and build a strong team of grass-roots organizations;strengthen the cultivation of democratic consciousness and strengthen the belief of Party members and cadres;establish and improve the openness of village affairs,and create a fair and just environment at the grass-roots level;to raise opinions and suggestions on improving the political quality of cadres and the masses and building a democratic governance environment in rural areas.Through in-depth participation in DT City’s work practice,this thesis objectively and comprehensively understands the implementation practice of “one shoulder to pick” policy in rural grass-roots governance,providing representative research samples and practical cases for relevant research,which has a certain theoretical significance at the same time,the problems existing in the implementation of the "one shoulder to pick" policy in the case study were analyzed in detail,and the causes of the problems were deeply discussed,and put forward measures to further improve the“one shoulder to pock” mode of the two village committees,for the local grass-roots government to improve the “one shoulder to pick” mode of the two village committees to provide some reference,to promote the improvement of rural grass-roots governance efficiency has a certain practical significance.
