| The comprehensive implementation of "one shoulder pick" has also shown good governance results in practice,and has become an effective means to promote the modernization of rural governance systems and governance capabilities.This article takes the operation of the "one shoulder challenge" of the two village committees in XM City as the research object.On the one hand,it provides practical verification for the relevant theories of "one shoulder pick",on the other hand,it also provides policy reference for XM City to continuously improve the "one shoulder challenge" of the two village committees and ensure the core leadership position of the village party organization,which has certain theoretical and practical guiding significance.Based on the practical background of the "one shoulder pick" operation of the village two committees in XM City,the paper clarifies the concept and scope of the "one shoulder pick" study of the village two committees in this paper through a review of relevant national policy documents and research results of relevant scholars at home and abroad.On this premise,based on the theoretical foundations of grassroots autonomy,party centrism,and power checks and balances,using research methods such as literature analysis,questionnaire surveys,Based on in-depth analysis of the operation status and existing problems of "one shoulder pick" of the village two committees in XM City,and drawing on the "one shoulder pick" practices and experiences of other regions in China,this paper proposes targeted policy recommendations.Based on research data and interviews on the current situation of the "one shoulder pick" operation of the two village committees in XM City,it is found that the overall evaluation of the "one shoulder pick" operation of the village two committees in XM City is good,and the "one shoulder pack" operation has enhanced the Party’s leadership over the grassroots level,the cohesion and unity of the two village committees have been continuously enhanced,and the rural governance ability of the village two committees has been effectively improved.However,in the "one shoulder pick" operation of the two committees in XM City,there are also situations where the quality of the village cadre team needs to be improved,the powers and responsibilities of the team are still unclear.Based on a comprehensive analysis of the actual situation in XM City,countermeasures and suggestions were proposed to strengthen the construction of rural grassroots party organizations,strengthen the construction of village cadres and talent teams,enhance the leading role of party building in rural governance,clarify the scope of responsibilities of the village two committees,and improve the operation and supervision mechanism,with a view to helping the operation of the village two committees in XM City "one shoulder pick". |
