Research On The Democratic Self-governance Mechanism Under The Background Of "One Shoulder To Shoulder" Of The Two Village Committees

Rural governance is related to the stability and development of rural society,and effective governance is the core of rural revitalization.Strengthening the construction of rural grass-roots party organizations and promoting the practice of villagers’ self-governance are both indispensable to promoting grass-roots governance.In recent years,the state has gradually highlighted the leading position of grassroots party organizations in rural governance,and strengthened the top-down rational design:namely,the implementation of the village two committees "shoulder to shoulder" governance model.This rational planning and design made by the state has always been located in the basic framework of villagers’ democratic self-governance.Therefore,it is always necessary and advanced to ensure the healthy development of rural democratic self-governance.However,in the practice process in various places,it is not common to closely combine the Party’s leadership with grassroots democracy and self-governance,give full play to the advantages of the Party’s governance,and promote the whole process of the Party’s leadership and people’s democracy on this basis.There are even some problems,such as power concentration,easy weakening of village supervision function,insufficient constraints on the power operation of the "shoulder to shoulder" responsible person,squeezing the villagers’ autonomous space,leading to the loss of the villagers’ participation in governance and so on.Therefore,it is of great value to study the village-level democratic self-government mechanism under the background of "shoulder to shoulder" of the two village committees.This paper adopts the case study method and the comparative study method,takes the "shoulder to shoulder" of the two village committees as the background,based on the good governance theory,and selects the whole-process democracy,namely four democracy indicators: election,decision-making,management and supervision,to investigate S village and discuss the status quo of the progress of the villagers’ self-governance mechanism.It is found that the emergence of the "shoulder to shoulder" of the two village committees is actually a process of organizational reengineering.The coordination contradictions of the two village committees themselves and the motivation of the grassroots power to expect to make a difference promote the Party leadership to be absorbed into the rural governance and adapt to the development environment of the rural revitalization strategy.The purpose is to organize the grassroots masses and realize effective social governance by giving full play to the leading role of the Party organization construction.However,"one shoulder to shoulder" in the process of rural governance has an impact on the democratic self-governance mechanism,the superior guidance is not good,decision-making,management lack of motivation,democratic supervision function weakening and other problems occur from time to time.The essence of the problem lies in that the "shoulder to shoulder" and the democratic self-government mechanism are not fully integrated,and the Party’s leadership and the villagers’ subjective consciousness of participating in governance are not balanced,resulting in the institutionalized advantage governance effect is difficult to play.Although the "one side" strengthens the organizational leadership and organizational authority,it does promote the democratic self-government.In this regard,this paper believes that we must strengthen the leadership core of the village party organization,strengthen the village level self-government environment construction and villager self-government organization construction under the leadership of the village Party organization,give full play to the Party’s advanced nature and enthusiasm,and inject vitality into the grassroots democratic self-government.
