Study On The "Shoulder To Shoulder" Model Of The Two Committees Of Ky Town (Community) In Zhejiang Province

In the report of the 19 th National Congress of the Communist Party of China,it was pointed out that the rural revitalization strategy,as the general focus of the "three rural" work in the new era,is the key to improve the rural governance capacity.But for a long time,the dual power structure in the rural governance system has been restricting the development of grass-roots governance effectiveness.The village(community)two committees "shoulder to shoulder" model,through the secretary and director of the two posts held by one person,and the members of the two committees cross serve,integrates the two groups of grassroots governance into a set of people,breaks the dual pattern of rural governance structure,alleviates the gap between the village and branch,and strengthens the party’s role as the core leadership at the grassroots level,which has a positive role in promoting the modernization of grassroots governance and rural revitalization.From the perspective of rural revitalization,this paper takes the "shoulder to shoulder" model of village(community)committees in KY Town,Zhejiang Province as a practical case to study.KY Town is a pilot town in Zhejiang Province that will fully implement the "shoulder to shoulder" model of village(community)committees and committees in 2020.It has a large town area,a large variety of village communities,a large population of registered residence,and the complex situation of individual villages and fierce competition in selecting the situation,all of which are highly research-based and representative.On the basis of fully combining democratic centralism,power balance theory and game theory,through sorting out and summarizing the domestic and foreign grass-roots governance achievements,using the data analysis method,grass-roots research method,data analysis method,and combining the first-hand information of KY Town’s field research,this paper finds that KY Town has insufficient democracy in the operation of village level organizations under the "shoulder to shoulder" mode of the village(community)two committees,and the relationship between the party and the government and the cadres and the masses is not harmonious enough Some problems,such as insufficient cohesion of the members of the two committees of the village(community),and the lack of effective checks and balances on the power of the members of the two committees of the village(community)"shoulder to shoulder",were analyzed.Based on the experience of Zhenping County in Shaanxi Province and Guiyang City in Guizhou Province,this paper also puts forward countermeasures and suggestions for improving the operation of the "shoulder to shoulder" mode of KY Town Village(Community)Committee: first,optimize the top-level design and improve the system construction;Second,we should highlight the leadership of the Party and strengthen the ranks of cadres;Third,we should strengthen education and training to improve the ability of officers;Fourth,we should improve the supervision mechanism and check and balance the operation of power.It is hoped to provide corresponding reference for the "shoulder to shoulder" work of the village(community)committees in local and other regions,and contribute to the optimization of grass-roots governance model.
