Research On The Practice Process Of The "One Shoulder Pick" Policy Of The Two Village Committees Based On Smith’S Analysis Model

The secretary of the village Party organization serves as the director of the village committee through the election,which is not only a clear requirement of the central committee,but also an important system design to promote the implementation of the Party’s overall leadership at the rural grass-roots level.In this thesis,the implementation of the "one shoulder pick" policy in village of the two Committees of A Banner of Inner Mongolia Autonomous Region in 2021 is taken as a sample,Smith analysis model is adopted as the research framework,literature analysis,questionnaire survey and interview survey are adopted to analyze the "one shoulder pick" policy from the perspective of policy dimension,policy implementation subject dimension,target group dimension and policy implementation environment dimension.Empirical research on policy implementation has been carried out.This thesis analyzes the problems existing in the implementation of the policy and the relevant reasons.Therefore,it puts forward some suggestions to improve the policy of "one shoulder pick" of the two committees of village in border minority areas.Through the analysis of the survey results,it is found that there are defects in the policy design,the implementation of the grass-roots government is insufficient,the target group is not competent to "one shoulder pick",the lack of environment required for policy implementation and other problems.In this regard,specific suggestions are put forward from the aspects of improving policy formulation,enhancing the implementation ability of grassroots governments,enhancing the comprehensive quality and ability of target groups and optimizing the environment for policy implementation.Since A county is located in the border minority areas,its grassroots work content,working methods and service objects are special.This study can provide reference for rural governance decision-making in the border minority areas,so as to provide some positive help for promoting the transformation of the advantages and vitality of grassroots organizations into the effectiveness and motivation of grassroots governance.
