The Implementation And Optimization Path Of The "Shoulder To Shoulder" Policy By The Leaders Of Village Level Party Organizations

The key to the realization of rural revitalization lies in the Communist Party of China(CPC)and the people.Therefore,the secretary of rural grass-roots CPC organizations is very important as the "end" of the implementation of various policies of the Party and the state.Among them,it is an important measure to promote the system of "one shoulder responsibility" for the heads of CPC organizations at the village level nationwide.This thesis takes a town in Zhejiang province as the research object to carry out the system of“One shoulder to shoulder” of the village-level party organization.First of all,this paper deeply analyzes the background,significance and current research situation of the“One-shoulder” system of the village-level party organization,and expounds the theoretical basis for the study of the “ One-shoulder ” system,combing the development course of“Shoulder to shoulder” system in our country;This paper combs the early practice and full implementation of the system of“One shoulder to shoulder” in the two committees of a town and village,and the process of“One shoulder to shoulder” cadres and the examination mechanism,by using the method of questionnaire and interview,this paper investigates the villagers’ satisfaction with the villagers’ autonomy,the villagers’ satisfaction with the“ Shoulder-to-shoulder ” model of the two committees,the leadership of the party,the contradiction between the two committees,the efficiency of governance,the election,the performance of dual duties,the operation of power norms and the management of talents,to fully and deeply understand the operation of the“Shoulder-to-shoulder” system in village B,and deeply analyze the problems in the actual implementation of the“Shoulder-to-shoulder”system,and from the election procedures,the two committees of the power and responsibility distribution,supervision mechanism and talent cultivation mechanism of the four aspects of the real problems are analyzed.Finally,from the standard election procedures,clear division of duties,strengthen supervision,strengthen talent training and other four aspects of targeted policy recommendations,with a view to promoting the village“Two committees” under the leadership of the“Shoulder to shoulder” cadres to think one way and to push one way,to further deepen the party’s overall leadership of rural work,it gathers a strong combined force to build a powerful country with chinese-style modern agriculture and fully carry out rural revitalization.
