The grass-roots governance in China has gone through several stages,such as the period of cooperation,the period of people's Commune and the period of villager's autonomy.In the middle and late 1990 s,the management mode of “three self” and “four democracy” of the village committee of villager's autonomy was basically established.In 2002,the central government of the Communist Party of China formally issued a document advocating that the“one shoulder pick” model of the village two committees could be popularized in most rural areas,and achieved better social management efficiency.On the other hand,with the promotion and deepening of “one shoulder pick” mode,some deficiencies and defects are gradually exposed in the work practice.With the attention of relevant researchers and governments at all levels,these problems continue to explore more reasonable,more efficient and more practical solutions to promote the development of the “one shoulder pick”governance model.In this context,this paper selects MN District of Maoming City,Guangdong Province,which the author is familiar with,to study the “one shoulder pick” work practice of the village two committees in this area.In this paper,first of all,through consulting a large number of literature,we sort out the basic theoretical concepts of the “one shoulder pick” model of the village two committees,as well as the related research trends and progress.Secondly,this paper makes an investigation on the related population in the 2017 election of the village two committees in MN District to analyze the effect of the implementation of the“one shoulder pick” mode of the village two committees,and to explore the factors affecting the practice of the “one shoulder pick” mode of the village two committees.Based on the analysis of the investigation results,this paper finds that there are some problems in the governance environment of “one shoulder pick” of the local village two committees,such as the limited capacity of the cadres of the village two committees,the excessive pressure caused by the heavy work tasks,the increasing difficulty in supervising and restricting the village two committees,and the frequent occurrence of violations of discipline and law at the grass-roots level.After sorting out and analyzing the interview results,we know that the reasons for the above problems mainly include the immature conditions for some grass-roots units to carry out “one shoulder pick”,the mere formality of supervision,the lack of villagers' sense of autonomy,and the unclear division of duties and responsibilities.Based on the analysis of the existing problems and causes of the “one shoulder pick” mode of the village two committees in MN area,this paper puts forward corresponding solutions from six aspects: promoting the“one shoulder pick” mode according to local conditions,strengthening the supervision and implementation,improving the basic quality,operating according to laws and regulations,improving the supporting system and continuously deepening the reform.In this paper,through in-depth participation in the practice of MN area,the objective and comprehensive understanding of the practice of rural grass-roots governance “one shoulder pick” mode,in the original research results of the “one shoulder pick” mode for a more in-depth discussion,to provide a representative research samples and practical cases for related research,has a certain theoretical significance.At the same time,the use of relevant theories to study the case of “one shoulder pick” model of the problems of specific analysis to further improve the grass-roots “one shoulder pick” model of a number of measures,expect to provide reference in improving the "one shoulder pick" model of the village level two committees,it has a certain practical significance in promoting the efficiency of localgovernance.
