| Since the 19 th National Congress of the Communist Party of China,the central government proposed to strengthen the comprehensive leadership of the party.Under the leadership of the party,the party and the government only have a division of functions and no separation of the party and government.The two village committees came into being "one shoulder",and the "one shoulder" transformed the party and government into division of labor.The village party organization secretary was elected as the director of the villagers’ committee through legal procedures to achieve the integration of party and government.This is the transformation from the "dual system" to "one-scale" of the village party branch and the villagers ’committee.While retaining the villagers’ autonomy and organizing their duties,the party’s logical development caused by the two committees of the "dual system" is avoided.The government develops according to the logic of governance.The relationship between the two committees is not smooth and the internal consumption is serious;the party and government is divided,the financial burden is increasing;The implementation of the two committees of the village committee is the requirements of implementing the central government,the trend of the times,and the inevitable requirement for strengthening the construction of the "leader of the geese".In this context,this article takes the opportunity to participate in the observation of the entire process of the rural social organization of Longwan District,Wenzhou City,Zhejiang Province,and conducts field research and research on the actual work of the "one shoulder" of the two villages and villages.This article discusses the effectiveness of the "one-shoulder" of the village committees,and uses the analysis of the "one-shoulder" operation of the two committees of the two committees of the Longwan District Village in Wenzhou City.The survey results show that in the following aspects,it has been significantly improved: first,it has strengthened the party’s leadership and stabilized the leadership of the party organization;The cohesion of the team;the third is to regulate the organizational operation and enhance the effectiveness of rural governance;the fourth is to enhance the blood-making function and increase the collective economic income of the village.However,at the same time,it was also found in the investigation that the influencing factors affecting the effectiveness of the operation after "one-shoulder",such as: "one-shoulder" candidate is limited,the age structure of the two village committees is relatively large,the reserve reserve reserves,the cadres of the village committees of the village committee,the village committee cadres Reduce reduction,fewer people and more people,reduced enthusiasm,overlap the village tasks,excessive pressure and power,and difficult to supervise.The cause of the above problems is mainly due to the immature conditions of the "one shoulder" of the two villages,the lack of awareness of the grass-roots people’s autonomy,the outsporation of the township government’s functions,and the presentation of the regulatory system.In response to the above problems,combined with the actual operating effectiveness of Longwan District,Wenzhou City,Zhejiang Province,a suggestion countermeasures to improve the effectiveness of the "one-shoulder" operation,such as: improving the recognition of "one-shoulder",accelerating the cultivation of cadres and cadre reserves,and cadre reserves,and cadre reserves.Establish an incentive system and strengthen supervision and implementation,in order to strengthen the standardized operation of the grassroots,further promote the development of grassroots governance,help the improvement of the "one-shoulder" effectiveness of Wenzhou City and even Zhejiang Province,improve the construction of the modern rural governance system after "one-shoulder".It provides some theoretical reference for the construction of the standardized construction of village community organizations in the new era. |
