Research On Overseas Talent Introduction Service In Shanghai Under The Background Of Sino US Trade War

Attracting talents is a strategic decision for all regions to win competition and lead the future.At the same time,the competition for gathering the world’s top talents is becoming increasingly fierce.It is an indispensable part of talent strategy to unblock and improve the channels and level of overseas talent introduction service and build a good talent development ecology.Under the background of the implementation of the “one belt and one road”initiative and the trade war between China and the United States,we have just experienced institutional reform and the reform of the working system of foreigners in China.Our demand for talented people is increasing,especially in the global perspective.Under the current environment,our previous talent introduction system with the government as the main body has been restricted.In addition,if regions,cities and cities only focus on domestic talent competition,it will only aggravate the "Matthew effect" of big cities on the second and third tier cities with weak attraction,that is,the stronger the strong,the weaker the weak,and may fall into the vicious circle of large cities’ talent crowding and small cities’ talent shortage.Based on the analysis of the service mechanism of Shanghai’s overseas talent introduction,this paper comprehensively uses Maslow’s demand theory,human capital theory,government function theory and new public service theory as theoretical basis,combined with the impact of Sino US trade war on overseas talent introduction,analyzes and studies how to do a good job in introducing overseas talents in Shanghai.By comprehensively describing the historical evolution,current situation and achievements of Shanghai’s overseas talent work,this paper further analyzes the main problems existing in the introduction of overseas high-level talents in Shanghai by means of literature review and data analysis.As the largest developing country in the world,China has the largest population resources in the world.Facing the blockade of our talent strategy by the United States,is it necessary to make efforts to attract overseas talents? The answer is yes,mainly because of the following aspects:the requirements of global economic integration,coping with the loss of domestic talents and shortening the gap of international advanced level.As the leader of the Yangtze River Delta integration development,Shanghai should be more responsible for participating in the international talent competition.As an international metropolis,Shanghai has its own unique advantages in attracting overseas talents: the talent environment is solid,the economic strength is relatively strong,the policy innovation is the breakthrough,and the legal environment is outstanding,which is favored by overseas talents.But there are also some problems and challenges.Based on the actual situation of Shanghai and the comparative analysis with other countries,this paper sums up the corresponding countermeasures and suggestions,hoping to explore the innovation of the current overseas talent introduction service mechanism in the context of the trade war between China and the United States,to cope with the international talent competition and ease the plight of talents in key fields Discussion.This paper is divided into five parts.The first part summarizes the theory of overseas talent introduction.The second part introduces the current situation of overseas talent introduction services in Shanghai.The third part analyzes the causes of the Sino US trade war and its impact on overseas talent introduction.The fourth part expounds the difficulties and challenges brought about by the Sino US trade war from the national and Shanghai levels.The fifth part compares and analyzes the results from abroad and at home,Combined with the above,finally put forward countermeasures and suggestions for Shanghai Overseas Talent Service in the evening.
