| Rural public service talents are the main force of rural talent team.Under the background of the new era and the new era,doing a good job in the mechanism construction of talent introduction and creating a team of rural public service talents who understand agriculture,love rural areas and love farmers through mechanism construction is of great significance for consolidating poverty alleviation achievements and realizing rural revitalization in Guizhou Province.In recent years,Guizhou Province has successively issued the 14 th Five-Year Plan for National Economic and Social Development of Guizhou Province and the Outline of the 2035 Vision Goals and the Plan for the Introduction of Ten Million Talents,and other policy documents for attracting talents,trying to achieve rural revitalization through mechanism building.Although certain achievements have been made in this regard,there are still many shortcomings in the construction process.This requires us to study and improve in the process of practice.In this context,this paper uses the methods of literature research and questionnaire survey to sort out the talent introduction policies implemented in H County in recent years under the background of talent convergence.In addition,based on the urban-rural relationship theory,talent flow theory and human resource management theory,the current situation of the identification mechanism,the specific operation mechanism,the talent incentive mechanism and the talent evaluation mechanism of the rural public service talent introduction mechanism in H County was analyzed,and the problems existing in the process of mechanism construction and the reasons behind it were deeply discussed.The research found that the total amount of talents is insufficient,the structure of talents is unbalanced,the talent identification mechanism is not perfect,the specific operation mechanism of talent introduction is poor,the talent incentive mechanism is imperfect,and the talent evaluation mechanism is unreasonable.In order to solve the above problems,this paper puts forward some suggestions on the optimization of talent introduction mechanism from the aspects of improving talent attention,perfecting talent identification,implementing open talent introduction system,implementing multiple incentive measures and innovating talent evaluation methods. |
