| With the rapid development of social economy,science and technology,Human resource,which plays a more and more irreplaceable role in regional industrial transformation and upgrading,economic development,the constant improvement of sustainable development ability,the deepening of the innovation ability,becomes the first resource of the regional economic and social development.The introduction of talents especially who master the high tech-knowledge based talent,has become a important channel for local government to gather intelligence technology strength.If government wants to play the comparative advantages of local human resources,the primary task is to do a good job of knowledge-based talent introduction,containing optimizing the talent introduction mechanism and releasing talent introduction policies targeted with local characteristics and competitive.The primary task is conducive to improve the structure of the local talent team,to enhance the stability of the talent team,and to improve the efficiency of the talent introduction policies,so as to promote rational and sustainable development of local economy and society.To speed up the construction,which has a reasonable structure of knowledge-based talents who master excellent quality or superb techniques,has become the urgent needs of the times.In recent years,many regional governments release a large amount of preferential policies one by one,which are aimed at introducing knowledge-based talents.To ease the difficulties of local enterprises in recruitment and talent shortage,the municipal party committee and the municipal government of Taizhou have introduced"NO.1 file" in 2015,including ten policies clearing about "Thriving enterprises with talents".In addition,this file also aims to promote the innovation,transformation and upgrading of Taizhou’s industry,and to strengthen the guide function of the government in the talent introduction mechanism.Follow the "NO.1 file",the local government has launched a series of talent introduction policies,such as establishing the "Attract talents office" subsequently and creatively.This essay consists of 6 parts.The first part is introduction,which contains the background,the significant and the existing research of knowledge-based talent introduction.The second part introduces the related concepts and the theoretical tools involved in this research.By understanding the related concepts of the knowledge-based talent introduction,this paper analyzes different roles of the tripartite in the talent introduction system,which contains the employer,the introduced talents and the local government.And by analyzing the relations among talent introduction system,talent introduction mode and talent introduction mechanism,this part aims to enlarge the role of government in the talent introduction system and to explore the mechanism of talent introduction of local government.And based on collection and analysis of the policies and measures released from religion government which used for introducing talents,Part three lists the various talent introduction models involved in those policies and acts on further exploring the role of local government in the talent introduction system behind the policies.In addition,this part takes research methods of questionnaire,interview and data compilation to analyze the contradictions existing in the government’s talent introduction work,combining the background and implementation effect of those talent introduction policies in Taizhou.The fourth part organizes and analyzes the highlights of the talent introduction policies released from governments at home and abroad.By analyzing the talent introduction policies of the United States,Japan,and India,local government should grasp the strategic position of foreign talent introduction,and understand the important role of attracting the local talents to return.Furthermore,by concluding the policies introduced by governments of Nanjing,Shanghai,Wuxi and Changzhou,and collating the bright experience,this part aims to improve the understanding of the competitiveness of regional talent introduction policies.The fifth part researches how to optimize the government’s talent introduction mechanism,and puts forward reasonable suggestions of releasing more policies of introducing knowledge-based talents in line with the regional economic development.And the last part is conclusion of the whole essay. |
