| In recent years,the contention of population quality dividend in major cities is becoming increasingly fierce.The 14 th Five-year Plan period is an important period for Shunde District to transform from a manufacturing base to a scientific and technological innovation area.Industrial transformation and upgrading cannot do without "talent".However,the existing human resources management system is not perfect enough in Shunde District.This area is lack of high-level experts and high-skilled talents,the ability of institutions to recruit high-quality experts is insufficient,the basic talent work is slightly weak,talent development environment needs to be optimized,public services and public security system is yet to be improved.How to introduce and cultivate talents to meet the needs of industrial development has become the top priority of public sector work in Shunde District.Firstly,this paper studies the existing high-level talent policy texts in Shunde District and summarizes the development process and achievements of high-level talent introduction policy in Shunde District.Secondly,the questionnaire survey of high-level talents in Shunde district reveals the problems existing in the development of high-level talents in Shunde District;Then,analyzing the strengths,weaknesses,opportunities and threats associated with the development of talents in Shunde district by using the SWORT analysis method.And then,using the method of comparative study,it compares and analyzes the experience of talent policy in advanced regions at home and abroad.Finally,proposing the strategies for optimizing the talent introduction policy and improving the competitive advantage of talents in Shunde District from six aspects: improving support policy,optimizing supporting soft environment,increasing endogenous talent training,optimizing talent introduction mechanism,building efficient service system and establishing scientific evaluation mechanism.The research results are good for promoting high-level talent introduction and training and policy optimization in Shunde District. |
