Technological innovation is a new driving force for economic growth and the source of high-quality urban development.The most fundamental problem of technological innovation is the issue of talents.Nowadays,Suzhou’s reform,transformation and upgrading have entered a critical period,and it has encountered the painful time of structural adjustment.Attracting talents and making good use of them are of great significance to optimizing the regional labor force structure,adjusting the industrial economic structure and promoting the level of urban development.In the past20 years,Suzhou has continuously "upgraded" its high-level talent policy in response to changes in domestic and foreign situations and industrial environments,and increased investment in special funds for talent development and spending on science and technology.At the same time,Suzhou is also deeply aware that it is far from enough to attract high-level talents only by policies and funds.It is indispensable to comprehensively make the environment of talent development better in order to gather high-level talents in succession.Talent work is a systematic project,which involves the coordination and linkage of multiple departments and multi-dimensional interconnection.It needs to be optimized through the process of research,practice,and readjustment.This paper centers on the investigation of advancing regional economic and industrial growth while attracting proficient high-level individuals.The study examines the extant high-level talent attraction mechanism in Suzhou via a comprehensive approach encompassing literature analysis,interviews,and empirical study.This approach is complemented by an analysis of macroeconomic industrial planning and the prevailing urban developmental context.By elucidating the operational practices and advancements concerning high-level talent engagement in Suzhou,this study particularly addresses challenges and underlying factors pertaining to talent cultivation capacity,the mechanisms governing talent-related endeavors,and precise talent positioning.Leveraging insights derived from domestic innovation exemplars and exemplar practices,the aim is to imbue the talent recruitment process with research-based attributes.This entails harmonizing operational mechanisms to inculcate a heightened awareness of talent-focused undertakings.Emphasis is placed on information architecture enhancement,thereby facilitating the deployment of multifaceted promotional platforms.This is paralleled by a recalibration of the evaluation framework,designed to incentivize talent aggregation.The concurrent effort involves fostering a more robust social engagement milieu to expand the network of talent services.Additionally,due attention is directed towards nurturing talent,thus fostering an environment conducive to innovation and intrapreneurship.In light of the above,a series of optimization strategies and enhancements are proffered,signifying that talent trajectories align with project trajectories,reliant upon well-defined carriers,interwoven with system intricacies,and ultimately responsive to the ambient environment.Continual enhancement of Suzhou’s high-level talent attraction framework is thereby imperative to holistically nurture,attract,and effectively harness talent resources. |
