Talents are an important force in accelerating technological innovation and winning strategic initiative.The talent introduction policy,as an important support for gathering talents from all over the world,plays an important role in the process of talent introduction,flow,evaluation,management,and service.In recent years,major cities in China have comprehensively increased their emphasis on talent resources,taking talent as an important entity in promoting industrial upgrading,technological innovation and quality improvement,and accelerating the development of various economic and social undertakings.Adhering to the concept of cherishing,cherishing,and retaining talent,a series of highly valuable and innovative talent introduction policies have been introduced,and they have joined the battle for talent.The competition for talent between cities has entered a heated stage.To some extent,which city has a strong attractive talent introduction policy can attract more talents,and which city has a stronger core competitiveness.However,talent introduction policies,as a type of public management policy,are influenced by various factors such as the economic and social development status of cities,the will and ideas of policy makers,and the policy environment.In reality,different problems may also arise.For this reason,this paper takes Jinan as an example,based on the purpose of improving the effectiveness of talent introduction in Jinan and achieving the goal of leapfrog development,comprehensively adopts the questionnaire survey method,individual interview method,combined with reference literature and relevant statistical data,relying on the theoretical basis of Smith’s policy implementation theory,Maslow’s hierarchy of needs theory,and combined with the author’s work practice,studies and summarizes five aspects of problems in talent introduction policies in Jinan,There is a gap in the strength and form of policy support,the industrial orientation of talent introduction policies is not clear enough,the measures to introduce and retain young talents from universities lack attractiveness,there are"obstacles" in the implementation of policies,and the awareness and influence of policies are not large enough.Analyze the reasons from five aspects:urban development and construction,policy design,integration of industry and talent demand,marketization level of talent introduction,and execution mechanism.Drawing on the relevant experiences and practices of Guangzhou,Wuhan,and Qingdao,draw on strengths and make up for weaknesses.Based on practical research,propose to increase policy support,improve talent introduction policies in combination with industries,attach importance to talent resources in universities,support the expansion of market entities,and strengthen policy implementation Suggestions for optimizing and improving the six aspects of smooth promotion and feedback channels,striving to make modest contributions to the optimization and improvement of talent introduction policies in Jinan City. |
