Research On Government Governance Problems And Countermeasures Of Rural Living Environment In S Area Of Changchun City

Due to the long-term unbalanced development of urban and rural areas in my country,some rural areas and residents are still at a low level of production and living.Since 2021,the implementation of the rural revitalization strategy has entered a new stage.The party and the state have issued a series of policy documents,and put high-quality promotion of rural living environment governance in a prominent position to empower the creation of beautiful and livable villages..Although the modernization level of rural governance in my country has been continuously improved,and the social security,medical and health care,and education of rural areas have been continuously improved and upgraded,there are still problems such as insufficient development funds,weak infrastructure,poor environmental conditions,and low sewage treatment.Rural living environment governance is one of the important foundations and guarantee conditions for the implementation of the rural revitalization strategy.To continuously improve the rural living environment,it is not only necessary to effectively control the problem of rural garbage,but also to improve farmers’ environmental protection awareness and change the traditional way of domestic garbage disposal.Efforts should be made in other aspects to achieve the ideal effect of rural living environment governance,which depends on the government’s governance.Area S of Changchun City is located in the central part of Jilin Province,which is a relatively underdeveloped urban-rural area.In December 2019,Area S was selected as the "National Rural Governance System Construction Pilot Unit" and "National Rural Cooperative Quality Improvement Pilot Unit".In recent years,in accordance with the principles of reasonable layout,applicable functions,co-construction,co-governance and sharing,the S area aims to continuously optimize the rural ecological environment,and solve the long-term solution of production and domestic waste,near-shore water waste,and different levels of village greening ecological management and watershed.Management and other issues,committed to solving outstanding problems of rural living environment.From the aspects of natural environment,living environment,infrastructure,social culture,etc.,the government governance of the rural living environment in District S has achieved positive results in four aspects: first,the village planning is more scientific and reasonable;second,the garbage and sewage treatment is orderly Third,the village appearance improvement effect is obvious;Fourth,the village rules and regulations are generally established.Although the government governance of the rural living environment in District S has achieved positive results,it also faces a series of problems in reality: First,the work progress is unbalanced,and some townships carry out the village cleaning action work superficially,and the implementation is not in place.Second,the villagers lack ideological awareness and environmental protection awareness;third,the supervision and assessment mechanism is not perfect,and it is difficult to eliminate the situation of mere formality,superficial articles,and perfunctory coping;of rural living environment improvement projects stagnated;fifth,the coordination between departments is insufficient.There are five main reasons for this: first,unbalanced regional economic development;second,inadequate publicity and publicity guidance;third,insufficient legal and regulatory constraints;fourth,low efficiency in the use of rectification funds.Drawing on the advanced governance experience of some areas in China,combining with the actual situation of Area S,and following the basic principles of adapting measures to local conditions,putting people first,and advancing step by step,Area S can strengthen the government governance of rural living environment from five aspects: First,the government-led establishment The overall governance system with the participation of society and rural residents;second,to strengthen public opinion guidance,improve villagers’ awareness of environmental protection,and mobilize villagers’ enthusiasm;third,to improve the assessment and evaluation mechanism,and take rural living environment governance as an important part of performance assessment;Fourth,strengthen the function of financial resource allocation,rationally allocate funds for rural living environment governance,rationalize the resource structure,and maximize the effect of remediation through the effective use of funds;Party members,volunteers and other "multi-point linkages" consolidate the foundation of rural living environment governance.
