Study On Impact Factors Of Putian Villagers In Governance Of Rural Habitat Environment

In 2018,China issued the Opinions on Implementing the Rural Revitalization Strategy,which made overall planning and overall arrangement for beautiful rural construction at an overall level.At the same time,our country in 2018 the rural residential environment improvement action plan for three years and in 2021 the rural residential environment renovation of the action plan for five years(2021-2025),request to strengthen the construction of rural living environment,respectively from the garbage disposal and sewage disposal,village Cun Mao three aspects as the breakthrough point,integration of rural internal governance resources,Give full play to the main advantages of all parties and solve the problems existing in the rural living environment at the present stage.At present,the overall quality of China’s rural living environment is still at a low level,especially the development gap between different regions,infrastructure and supporting facilities construction is not in place,and has not established a perfect management system,rural agricultural modernization level is low,there is a large space for improvement.Villagers,as users and producers of rural living environment,should give full play to their consciousness and enthusiasm in participating in the governance of rural living environment.Therefore,studying the influencing factors of villagers’ participation in rural human settlement environment governance has research value and significance for improving the quality and efficiency of rural human settlement environment governance.Based on the theories of civic participation,cooperative governance and new public governance,this paper investigated the situation of villagers’ participation in the governance of rural human settlements in Putian City,and carried out the investigation and research through questionnaires.From the four dimensions of villagers’ own factors,family factors,village living factors and local government factors,the influence of each factor on the villagers’ participation in the governance of rural human settlement environment in three aspects: garbage treatment,sewage treatment and village appearance improvement is explored.In the dimension of villagers’ own factors and family factors,by comparing and analyzing the mean value of participation of each factor,it is concluded that the factors of education level,occupation and political status,and family income source significantly affect villagers’ participation.In the dimension of village resident factor and local government factor,Pearson’s correlation coefficient is positive and less than 0.05,indicating significant correlation.It is concluded that village resident factor and local government factor have a positive impact on villagers’ participation in rural human settlement environment governance.It is found that there are some problems in Putian villagers’ participation in the governance of rural living environment,such as low quality of villagers themselves,poor living habits of rural families,relatively backward development of village housing and policy publicity,and single traditional way of government arrangement.Finally,respectively from the villagers themselves,family,village,government in four dimensions,upgrading the villagers for their participation and capacity building,stimulate rural households raw power,strengthening the rural residential environment governance of villagers to participate in the social atmosphere of rendering,clear the rural residential environment governance of villagers to participate in the political channels such as effective strategies to improve rural living environment,We will effectively improve the governance of the living environment and create a good living environment for farmers.
