The Research On Rural Living Environment Governance In H Town Of Tangshan City

With the rapid development of China’s economy and society,people’s demand for material and cultural life becomes increasingly strong.At present,there are still more than500 million people living in rural areas.Rural residential environment is relatively backward compared with urban areas,and rural residential environment governance becomes more and more important.In recent years,in order to improve the rural living environment,the state has formulated a number of measures,in order to achieve the goal of building a livable,viable and beautiful countryside,but restricted by the wide coverage of rural areas and complex living environment conditions,the progress of rural living environment governance is not smooth,failed to achieve good results.How to achieve better,faster and more effective governance of rural human settlement environment is the focus of the whole society in the new era.This paper determines the research focus of the paper by discriminating the concept of rural human settlements in different periods,identifies the relevant variables of rural human settlements based on the theory of human settlements,and analyzes each subject through the theory of public governance and the theory of public pond resources.Combined with the current policy documents on rural human settlements,taking H Town of Tangshan City as the research object,this paper uses the literature research method to consult and analyze the domestic and foreign literature on rural human settlements governance,and summarizes the research results.On this basis,the present situation of rural human settlements in H Town is analyzed from the aspects of living conditions,environmental health and ecological environment through field research,interview and questionnaire survey.It points out the main problems existing in the current rural human settlement environment governance of H town,including villagers’ bad habits of littering household garbage,long-term governance effect is not obvious,the phenomenon of private building and disorderly construction of village houses is serious,and the progress of governance is different among villages.Then to the existing problems,the relevant reasons are analyzed.Based on this,the path to optimize the rural human settlement environment is analyzed.Based on the background of the natural ecology,folk customs and economic development of local villages,countermeasures are put forward to strengthen the main role of villagers in governance,establish a long-term human settlement environment governance mechanism,strengthen the scientific planning and supervision of village construction,and explore diversified sources of governance funds.The study of this article is of certain reference value for Chinese grassroots government to carry out rural residential environment management.
