Research On The Problems And Countermeasures Of The Improvement Of The Living Environment In Rural Communities Under The Concept Of Joint Creation

Since the NPC and CPPCC in 2010,it has been more than ten years since the introduction and promotion of co-creation in China.Co-creation is a beneficial attempt and active exploration of the combination of urban and rural planning and social governance in China.As China’s urban development continues,the rural habitat is gradually being taken seriously,and at the same time,the Fourteenth Five-Year Plan Report clearly states that "we should create a new situation of socialist modernization,pay attention to improving the efficiency of government management,improve the level of social management,especially grassroots management,and create a new governance of China." In early 2018,the Central Committee of the Communist Party of China(CPC)and the State Council released the Three-Year Action Plan for Improving the Rural Habitat Environment,which also provides an action guide for the governance of rural areas,and in addition,various provinces and municipalities in China have been putting forward action plans according to regional development needs and provincial and municipal conditions.in July 2022,the CPC Hubei Provincial Committee and the Hubei Provincial People’s Government decided to widely carry out the activity of co-creation of a better environment and happy life in the province.Based on the research perspective of the concept of joint creation,this study takes D Town of Xiaogan City as the research object,adopts the case study method and questionnaire survey method,obtains first-hand data through field interviews and field investigations,and combines with the generally representative practice of rural community settlement environment improvement in D Town.Focusing on the five aspects of decision-making planning,development and construction,construction management,effect evaluation and achievement sharing,the development status of rural community human settlement environment in D Town is summarized,and the challenges brought by jointly created strategies to the improvement of rural community human settlement environment in D Town are further analyzed.On the basis of combining the previous theoretical research and the practical survey results of D Town,in-depth analysis of the problems and causes of rural communities in D Town in the process of human settlement environment remediation,trying to reveal the crux behind the obstruction of D Town’s implementation of co-creation,finally concluded that under the guidance of the concept of co-creation,In the process of rural communities in D Town of Xiaogan City,there are still some problems in the process of environmental remediation,such as unclear "collusion" in environmental remediation decisions,incomplete "joint construction" of environmental remediation projects,absence of "co-management" of environmental remediation responsibilities,imperfect "joint evaluation" of environmental remediation effects and inadequate "sharing" of environmental remediation results.through in-depth research,it is found that the reason for the unclear "collusion" is that the system needs to be strengthened,the reason for the incomplete "co-construction" is that the multi-subject interaction is not strong,the lack of "co-management" is because the regulatory system is not perfect,the reason for the imperfect "co-evaluation" is that the evaluation mechanism is not perfect,and the reason for the incomplete "sharing" is that the sharing concept is not in-depth.In order to better play the leading role of joint creation and solve the relevant problems existing in the improvement of rural community living environment in D Town,the author applies the concept of joint creation,takes the theory of collaborative governance,the theory of multi-center governance and the theory of co-supply as the theoretical basis,and starts from five dimensions of motivating the masses to make decision and seek collusion,development and co-construction,construction and co-management,joint evaluation of effects and sharing of results.To realize the villagers’ active participation and decision-making collusion;Through diverse participation,social forces should be encouraged to take part in the governance of human settlement environment and achieve joint development.Through improving the rural ecological environment governance mechanism to achieve the construction of joint management;Through the guidance of the government,improve the policy system,achieve the effect of joint evaluation;Through the long-term mechanism,the achievement is shared.Based on the comprehensive promotion of the politics of rural human settlement environment,through the practical demonstration of its strategy,II explores the ideal path of combining the concept of jointly creating the human settlement environment in rural communities.
