Study On Government-Enterprise Collaboration Mechanism In Rural Living Environment Governance

Rural living environment governance is an important element of beautiful countryside construction and an important task in implementing the rural revitalization strategy.In recent years,local governments have become a new option to promote effective governance by involving environmental protection companies in rural living environment governance.However,in the process of rural living environment governance,there is a certain tension between the administrative logic followed by local governments and the market logic followed by environmental companies.Therefore,effective synergy between local governments and environmental protection companies has become the key to promoting rural living environment governance.Therefore,the synergy between local governments and environmental companies in rural living environment governance has become a very important topic.Based on this,this study observes the content and process of government enterprise collaboration in rural living environment governance in County S.It discusses how government departments and environmental enterprises can achieve synergy in rural living environment governance to bridge the tension between administrative logic and market logic,that is,it analyzes the mechanism of government enterprise collaboration in rural living environment governance.The study finds that the government enterprise collaboration mechanism mainly consists of the communication and trust mechanism,the action collaboration mechanism,and the responsibility linkage mechanism.First,the operation of the communication and trust mechanism is the foundation of government enterprise collaboration.On the one hand,government departments and environmental protection enterprises have established adequate communication and deep communication relationships,and on the other hand,they have established a trust relationship between government and enterprises.Second,the operation of the action collaboration mechanism is the key to government enterprise collaboration.First,government departments and environmental companies are supported by laws,regulations and governance policies;second,government departments and environmental companies balance their governance boundaries and clarify their own governance content;third,government departments and environmental companies coordinate their governance interests and find a common interest between government and business to form a common interest,and at the same time form an interest exchange relationship,through the formation of common interests and the replacement of different interests The relationship between the government and the environmental protection company is a balance of interests.Third,the operation of the responsibility linkage mechanism is the guarantee of government enterprise collaboration.Government departments and environmental protection enterprises have established both an accountability linkage and an associated assessment system.The communication and trust mechanism,the action collaboration mechanism and the responsibility linkage mechanism are interrelated and supported,allowing the government and environmental protection enterprises to achieve efficient interaction and effective synergy around the rural living environment governance work.In rural living environment governance,the effective collaboration between government and enterprises not only improves the level of rural living environment,but also promotes the formation of "government-led,enterprise participation" collaborative governance pattern.The synergy between government and enterprises in rural living environment governance is a microcosm of the synergy of multiple subjects in rural social governance,which has certain significance and inspiration for the study of multiple governance in rural social governance.
