Study On The Problems And Countermeasures Of Villagers’ Participation In Rural Living Environmental Governance In L Town,Shangqiu City

The report of the 20 th National Congress of the Communist Party of China proposed to build a livable and pleasant countryside.Through the governance in recent years,the rural living environment has been significantly improved.however,but phenomenon is common which farmers are not willing to participate or can not participate,"the government is doing,farmers see",the governance of the living environment has become a "one-man show" of the government,which has become one of the problems plaguing the government and cadres of L town.Farmers are not only the beneficiaries of rural environmental improvement,but also the producers and participants of rural environmental problems,and play an indispensable role in the improvement of human settlements.The governance of rural human settlements needs the effective participation of farmers,which is of great significance for improving the living environment and building a livable and viable countryside.On the basis of consulting relevant literature and using public goods and villagers’ autonomy as theoretical foundations,this study conducted research on the issue of farmers’ participation in the governance of rural living environment in L Town through survey questionnaires and on-site interviews.Firstly,we sort out and organize public participation materials on domestic and international human settlement environment governance;Secondly,it defines and explains the governance of rural living environment,farmer participation,and related theories;Thirdly,on the basis of understanding the basic situation of farmers’ participation in rural living environment governance in L Town,it construct research framework from four aspects of cognition,will,ability and behavior,a survey questionnaire and interview outline were carefully designed.Based on the survey results,a detailed analysis was conducted on the current situation of farmers’ participation in rural living environment governance in L Town.It was summarized that L Town currently has problems such as cognitive bias of participation,insufficient willingness to participate,insufficient ability to participate,passive participation behavior.And it analyzes the problems from three aspects:government,village and individual.Finally,it puts forward that the government should change its role,the village should improve its autonomous ability and the individual should cultivate endogenous motivation.I hope to improve the effectiveness of living environment by addressing issues related to farmers’ participation.
