Research On Existing Problems And Measures Of Hulunbuir’s Social Psychological Service System Construction From The Perspective Of Collaborative Governance

Since the reform and opening up,socialism with Chinese characteristics has shown a new look in front of the world’s eyes,the reform in the new era has been comprehensive,the depth of reform has been continuously strengthened,the reform process has been accelerated,and the social structure has also changed.People face heavier pressure from life and work,resulting in a gradual increase in the number of people trapped in psychological and spiritual distress,and vicious events caused by personal emotions often occur,seriously threatening the safety of people’s lives and property,affecting social harmony and stability.The social psychological service system is a social practice with Chinese characteristics,which aims to promote people’s mental health,social harmony and stability,and the ultimate goal is to eliminate hidden psychological dangers that affect social stability,resolve social conflicts,and cultivate positive social energy for the whole public.This paper takes Hulunbuir City,a pilot area with remarkable effects in the construction of social psychological service system in the state and autonomous regions,as a case object for in-depth research,puts forward optimization suggestions for the construction and development of local social psychological service system according to local conditions,and provides local reference and reference for other cities.Through the collection of existing literature and data,from the perspective of collaborative governance,using observation method,case analysis method,in-depth interview method and organic combination of collaborative governance theory,stakeholder theory and two-factor theory,a series of measures taken in the construction of Hulunbuir social psychological service system were systematically sorted out and summarized,and according to the results of field visits and interviews,it was found that there was a one-sided policy understanding in the construction of Hulunbuir social psychological service system,and the communication and collaboration between cross-departmental subjects were not strong.The problems of low capital investment,irregular professional talents,and insufficient supervision are hidden behind the problems of insufficient policy understanding,imperfect rights and responsibilities list system,insufficient resource allocation and supply,and imperfect performance supervision and evaluation system,so targeted countermeasures and suggestions for improving the policy learning and publicity system,improving the construction of the list of rights and responsibilities system,strengthening service guarantee,and building a normative performance supervision and evaluation system are put forward,in order to continuously promote the construction and development of the social psychological service system in Hulunbuir City.Improve the level of people’s mental health,cultivate a good social mentality,and maintain social harmony and stability.
