Border areas,with their special geographical location,are under the import pressure of public health security risks from overseas.Once infectious diseases spread to China through imported goods or people,they will not only threaten the social order and people’s health in border cities,but also face risk spillover.Section 5 "Supporting the Development of Special Types of Regions" in Chapter 32 "In-depth Implementation of the Strategy for Coordinated Regional Development" of the 14 th Five-Year Plan clearly points out the improvement of the border town system,among which M City in Inner Mongolia is regarded as the key support object.As the largest land port city in China,M City of Inner Mongolia undertakes 65% land transportation tasks in China.In order to ensure the normal customs clearance of goods,maintain domestic economic development and prevent major public health emergencies and spillover caused by overseas imports,M City of Inner Mongolia puts forward a collaborative governance model of "all the people are soldiers".Since the collaborative mode of "all the people are soldiers" was proposed,the risk prevention and control of imported COVID-19 in M City has been effective,but there are still shortcomings,and the level of coordination needs to be improved.This paper takes M City of Inner Mongolia as the research object,based on the analysis of COVID-19 prevention and control,applies the theory of collaborative governance,holistic governance theory and risk governance theory,and combines literature method,field research method and interview method to study the practice of collaborative governance of imported public health risks in M city.Summarize the practice and effectiveness of collaborative governance,analyze the existing problems and causes in the collaborative governance of various subjects,and put forward optimization suggestions,promote the development and improvement of collaborative governance of public health security risks in M city,and provide reference for the prevention of major new infectious diseases and other imported public health security risks in M city and other border cities.This paper is mainly divided into six parts.The first part is the introduction.Firstly,it analyzes the background and value of the topic of collaborative management of imported public health security risks in M City,Inner Mongolia.Secondly,the paper reviews and reviews domestic and foreign literature on the theme of "collaborative governance","public health security" and "public health security governance".The research of domestic and foreign scholars has built a basic framework for the subsequent research of this paper.Thirdly,it Outlines the research content,research methods and research ideas,and finally puts forward the possible innovation points and shortcomings of this paper.The second part defines the concepts of "public health","public health security","public health security risk" and "imported public health security risk",and explains the basic theories of "holistic governance theory","collaborative governance theory" and "risk governance theory".The third part introduces the general situation of imported public health security risks in M City,Inner Mongolia,respectively from the geographical location,policy opportunities,imported public health security risks introduced the typical and representative of M city,Inner Mongolia.Secondly,the collaborative practice process of M city is explored from four aspects,such as collaborative policy,collaborative system,collaborative subject and collaborative scope.Finally,the effectiveness of collaborative governance of M city is summarized as enhancing the interaction between subjects,strengthening the management of risk sources,and stimulating the governance vitality of M city.In the fourth part,the interview method and field research method are used to analyze the existing problems of imported public health security collaborative governance in M City,Inner Mongolia,namely,weak complementarity among collaborative subjects,lack of cohesion in collaborative practice,lack of public participation in collaborative process,and weak collaborative information processing ability.In the fifth part,the reasons for the problems are as follows: the coordination system is not perfect,the consensus of coordination has not been reached,the public’s willingness to participate is not high,and the support of coordination tools is insufficient.Finally,suggestions were put forward to optimize the collaborative management of imported public health security risks in M city from four aspects: building a collaborative system of multiple subjects,establishing collaborative consensus,enhancing the level of public participation,and improving the digital information platform.The sixth part is the conclusion,which puts forward the conclusion and prospect of this paper.
