Research On Collaborative Governance In Epidemic Prevention And Control In G City

Due to the development of globalization,people communicate more frequently.SARS,COVID-19,Ebola virus and other viruses may quickly spread to more places,posing a huge threat to our public health security.County-level city G city is also faced with the situation that the key personnel of the epidemic situation are not accurate,nucleic acid detection and supervision are not in place,and the "two codes" of inspection are perfunctory.Therefore,it is imperative to improve the current situation of insufficient epidemic prevention,ensure people’s life and health,improve the government’s governance ability in major public health emergencies,and carry out grass-roots epidemic prevention and control.At the Fourth Plenary of the 19th CPC Central Committee,it was declared that the Party committee should take the lead in enhancing the social governance system,with government accountability,democratic dialogue,social collaboration,public involvement,legal safeguarding,and scientific and technological aid.The General Office of the State Council on Printing and Distributing issued a Notice in 2021 outlining the essential tasks of deepening the reform of the medical and health system.It was highlighted that the COVID-19 control should not only be able to contain the sudden spread of the epidemic,but also to ensure the normal prevention and control of the disease.;it should not only improve the national governance efficiency,but also encourage the orderly and collaborative participation of all social entities",and proposed the direction of coordinated control of the epidemic.Starting from the discipline perspective of public management,this paper defines key concepts such as collaborative governance,public health emergencies,epidemic prevention and control,takes Synergetics theory,stakeholder theory,crisis management theory as the theoretical basis,adopts participatory observation,semi-structured interview,questionnaire and other research methods,and combines with policy texts and literature materials A comprehensive demonstration of the collaborative governance of epidemic prevention and control in G city was presented from four aspects:the collaborative relationship between entities,the collaborative approach between entities,and the results achieved.However,it must be acknowledged that there are still many problems in the collaborative governance of epidemic prevention and control in G city,such as the lack of prominent role of collaborative entities,weak collaborative relationships between entities,and insufficient level of collaboration.The main reasons behind this exploration are the deep-rooted concept of an all-around government,the imperfect collaborative governance system,and the interest game between various entities.Therefore,the author proposes to improve and enhance the concept of collaborative governance,improve the guarantee of collaborative systems,and promote the continuous deepening of collaboration.This article summarizes the path of collaborative governance for epidemic prevention and control in G city,enabling a clearer understanding of the profound connotation and governance value of collaborative governance.It is an extension of the current practical application of epidemic prevention and control,providing a new path to solve local epidemic prevention and control difficulties,and providing valuable reference suggestions for similar public health emergencies that may occur in other similar cities in China.
