In early 2020,the COVID-19 pandemic swept across the country,which caused terrible economical loss and a great number of casualties.To fight against the pandemic,it is necessary for the government and social organizations to participate together.However,circumstances of collaboration between government and social organizations in each region are different.This study focuses on regional differences of collaboration of government and society in the pandemic of COVID-19.Many scholars focus on the relationship between government and social organizations,and their roles in the epidemic situation,but lack of relevant research on the regional differences of government and social cooperation.Therefore,based on the research of the cooperation between the government and the society,this paper compares the specific differences of the cooperation in different cities.This paper uses case study method to select four typical regions according to the experience of cooperation,economic activity,the severity of the epidemic,and the degree of policy support.The four typical areas are Beijing,Wuhan,Hangzhou and Guangzhou.Based on the specific practice of local government and social organizations to fight against COVID-19,collect data,analyze case data and read literature.This paper selects Tian Peijie’s(2013)"Comprehensive Model of Collaborative Governance" as a tool to analyze the similarities and differences between the four cities in the fight against the pandemic of COVID-19.According to this model,this paper makes a comparative analysis of the situation of the four places from the three aspects of "Policy Guidance-Collaborative Behavior-Collaborative Consequences",find out the specific similarities and differences,and discuss the reasons for the differences.The results show that: in terms of external environment,the epidemic severity in Wuhan is much higher than that in other cities.In terms of collaborative engine,the four cities also have some differences in ideological consensus,effective participation and collaborative ability.In general,Beijing,Guangzhou and Hangzhou are better than Wuhan in terms of collaborative engine.However,in terms of civil society organizations,civil society organizations in Beijing,Hangzhou and Guangzhou also play a positive role,and perform well in the political and social cooperation,while civil society organizations in Wuhan play a less important role,But local community organizations and temporary volunteer teams have made great contributions to the epidemic in Wuhan.In terms of collaborative consequences,local social organizations have a high degree of participation,and social forces actively participate in the prevention and control of the epidemic.In terms of financing,the amount of official social organizations in Wuhan is much higher than that in other regions.This paper further discusses the application of causality of "external environment","collaborative engine","collaborative behavior" and "collaborative consequence" in the comparison of regional differences of political and social collaboration.It is concluded that the external environment has a significant impact on the differences of the government and society collaborative governance in different regions,and the ideological consensus,effective participation and collaborative ability have a certain impact on the regional differences of the government and society collaborative governance.Some policy suggestions are put forward to further develop the cooperation between government and society. |
