Study On Collaborative Governance Of Public Health Emergency Management In Putian City

Public health emergencies are highly destructive,complex,comprehensive and uncertain disasters.Under the background of deepening global integration and increasing social development and progress,once emergencies occur,they will easily lead to the spread all over the world,cause immeasurable impact,and endanger people’s lives,health and public interests.In reality,public health emergencies also put forward higher requirements and challenges for establishing and strengthening the emergency management system of public health emergencies and improving the management ability.In order to respond to public health emergencies,we must introduce the participation of social organizations,the public and other subjects,clarify the rights and responsibilities of multiple subjects and coordinate the interests of all parties,and realize the coordinated governance of public health emergencies.Since the 18 th CPC National Congress,China has always stressed the need to strengthen the modernization of emergency management system and capacity.The response to Covid-19 fully proves that speeding up the formation of government leadership,social coordination and public participation in social governance system and achieving coordinated governance are the key to comprehensively and efficiently carry out prevention and control of public health events.Based on the theory of crisis management and collaborative governance,this paper follows the research idea of "collecting data-discovering problems-analyzing problems-solving problems",using case study,interview,investigation and other research methods.On the basis of elaborating and defining relevant concepts,the thesis attempts to taking Putian fighting against Covid-19 as a breakthrough point.Based on the theory of collaborative governance,this paper systematically analyzes the role orientation of collaborative governance subjects such as government,non-profit organizations,enterprises,media and citizens.The role and achievements of various subjects in the process of anti epidemic are analyzed,to explore the existence of each subject in the process.It is analyzed that Putian city still has problems in dealing with public health emergencies,such as insufficient synergy of multiple subjects,inadequate information exchange and sharing,unclear internal responsibilities of the government and disorderly external behavior.Then it puts forward the countermeasures and suggestions to promote the coordinated governance of public health emergencies in Putian City from the aspects of improving the collaborative governance system,improving the information communication mechanism and strengthening the supervision and efficiency.
