Research On Government Emergency Management Of Public Health Emergencies In Heilongjiang Province

Public health emergencies have greatly affected social development and people’s lives,and also brought severe challenges to local government emergency management.Due to the characteristics of suddenness,severity and complexity of public health emergencies,local governments are required to continuously improve the shortcomings of emergency management and propose scientific and reasonable methods to solve emergency management problems so as to meet the needs of social development.By summarizing the experience of government emergency management of public health emergencies at home and abroad,updating management technology,rationally using big data analysis,and enhancing the coordination and linkage ability of relevant departments,local government emergency management of public health emergencies can be promoted effectively with scientific and rational.This paper focuses on the emergency management of public health emergencies in Heilongjiang Province,which has theoretical and practical significance for improving the emergency management capacity and management system construction of public health emergencies in the new era.Using literature review method,comparative analysis method,case study method,on the basis of combing life cycle theory,collaborative governance theory and overall governance theory,this paper discussed from the formation of emergency management system,the establishment of emergency plan system,and the construction of emergency management information platform.The current situation of public health emergency management in Heilongjiang Province is analyzed from four aspects:the scale of emergency team system,and the existing problems and causes of local government emergency management are mentioned.At the same time,by using the experience of relevant field from the United States,Japan,the United Kingdom,Russia and domestic areas,such as Yibin,Shanghai,Xi’an and Peking for relevance,combined with the actual situation of Heilongjiang Province,a series of more targeted policy recommendations are put forward:improve emergency response Set up management institutions,improve emergency information command system,and improve emergency response deploymen,improve and refine the emergency response plan,strengthen the government’s emergency risk assessment link,and strengthen the guidance and supervision of emergency plan management,use of big data for analysis rationally,timely update of management technology,and improve the benign information interaction mechanism,establish permanent comprehensive linkage management department,improve benign interaction mechanism,and modernize emergency management capabilities.In conclusion,taking all these methods to improve the efficiency of government emergency management of public health emergencies.
