The Research On The Emergency Policy Implementation Of Public Health Emergencies About The Health Agencies At County Level

With the rapid development of science and technology in today’s society, economy, inevitably because of all kinds of contradictions lead to different degree of crisis events, and all kinds of crisis, sudden public health incident frequency and negative impact in the forefront. In this paper, analysis of Yunnan county government for a long time in public health emergencies emergency system construction situation and existing problems, and in recent years the construction situation analysis, this year with the influenza a H7N9outbreak response to verify the health emergency system and mechanism of the whole frame construction as an example, find out the problems and the next step to strengthen public health emergency system and mechanism construction countermeasures and suggestions are put forward.Chapter one analyses the purpose and significance of this study and the research status at home and abroad, put public health emergencies caused serious damage to the public health, have a serious impact on the social, economic, psychological, constitutes a serious challenge to public health prevention and control system.The second chapter put forward the construction of public health emergencies theoretical framework for policy implementation emergency treatment, expounds the concept of public policy for emergency treatment, analyzed the theoretical foundation of public policy implementation, so as to establish the theoretical basis of this paper.A systematic analysis on the third chapter of emergency treatment policy of county-level government in public health emergencies in Yunnan Province in the implementation of existing problems, and the county government of Yunnan province public health emergency handling policy implementation problems is analyzed, that the government of Yunnan province for emergency of public health policy implementation has emergency mechanism construction is still not perfect, the movement mechanism is not perfect, lack of social mobilization ability in many aspects.The fourth chapter emergency policy implementation of the use of foreign public health emergencies, should set up the crisis management organization system, strengthen the legislative work of emergency treatment of emergent public health events, the establishment of the epidemic information of network flow, strengthen the public health emergency handling of public crisis education policy implementation, and to strengthen the emergency process managementThe fifth chapter is about how to perfect the county government of Yunnan province for emergency of public health policy implementation and puts forward some countermeasures, including:improving the health emergency management organization system construction, improve health emergency management mechanism, improve the emergency response capacity building, information release system emergency treatment to strengthen public health emergencies, strengthen inspection, public health incident prevention, supervision system, strengthen the ability construction of grass-roots public health emergency response, improve the ability to respond to emergencies, and reviews the full text of the summary, and puts forward some deficiencies of this paper, hope the research process in the future.
