Research On Public Health Emergency Management Mechanism Of County Local Government

Risks coexist with opportunities.Since the twenty-first century,China’s economic and social construction of people’s livelihood has entered a stage of rapid development and sustained improvement,but there have also been some major public health events,such as SARS,H1N1,avian influenza,etc.In particular,the sudden outbreak of the COVID-19 Pandemic has become a global public health crisis in 2020,and its destructiveness and harmfulness cannot be ignored,which comprehensively tests the ability of Chinese local government to cope with major public health events,and challenges the construction of county public health emergency management mechanism under the new situation.As a coastal marine county in Fujian Province,Lianjiang County plays an important role in the development of Fujian Province.In the war of COVID-19 Pandemic,Lianjiang County is the first place to diagnose imported new coronavirus pneumonia in Fujian Province.Establishing and improving the public health emergency management mechanism based on joint prevention and control is not only of great significance to the economic,social,people’s livelihood and cultural development of the county,but also of reference value for other county-level cities to improve and standardize the construction of emergency management mechanism.This paper takes the prevention and control practice of the COVID-19 Pandemic in Lianjiang County as a case.From the perspective of local governments,based on the basic theories of crisis management and public management,it uses case study and participatory observation to sort out and analyze the practical results of public health emergency management mechanism of the COVID-19 Pandemic in Lianjiang County,discusses the existing problems and reasons,and puts forward targeted suggestions and countermeasures.The first chapter discusses the research background,significance and research status at home and abroad,introduces the main research objectives,methods,characteristic innovation points and problems to be solved,and puts forward clear research ideas.The second chapter theoretically expounds the related concepts of public health emergency management mechanism,defines the connotation,process,principles and characteristics of public health emergency management mechanism,and clarifies the microscopic mechanism,internal logic and operational significance of the mechanism.The third chapter makes an in-depth analysis of the public health emergency management mechanism based on joint prevention and control of the COVID-19 Pandemic in Lianjiang County.Specifically,it decomposes the block closed-loop prevention and control mechanism,the county’s‘ five-color map ’ evaluation mechanism and the village(community)‘ red,yellow and blue ’ three-color risk early warning mechanism,and analyzes and discusses the operation,process practices and disposal results of the emergency management mechanism.The fourth chapter analyzes the problems and causes of public health emergency management mechanism in the prevention and control of the COVID-19 Pandemic in Lianjiang County.The fifth chapter on the basis of the above research and analysis,from the political system,the value of public opinion,the protection of long-term perspective,respectively,from the command decision-making,early warning monitoring,information disclosure,emergency protection,rehabilitation and other aspects of constructive suggestions for improvement,in order to establish a scientific and reasonable,effective public health emergency management mechanism for local governments at the county level in China to provide a reliable guarantee for the health and safety of the public.
