Study On Emergency Management Of Public Health In County-level Government

The world is undergoing profound changes unseen in a century.This is a period of opportunity for development and a time of convergence of contradictions.Under the influence of the wave of economic globalization and the process of urbanization,population movement is frequent and the density is concentrated,coupled with the aggravation of environmental pollution and the continuous encroachment of human beings on the living space of animals.Various factors have led to various public health emergencies.Public health emergencies are not only a medical problem,but also a social problem.They not only threaten people’s health and safety of life and property,but also cause great social panic and affect social harmony and stability.China in the transitional period is a country with high incidence of public health emergencies,so it is particularly urgent to solve the problem of government public health emergency management,among which the key link is to solve the problem of "county-level government" public health emergency management.Taking COVID-19 epidemic prevention and control in Q County as an example,this paper analyzes and evaluates the action performance,prevention and control effectiveness,emergency response capacity and other aspects of the epidemic prevention and control in Q County by literature research,questionnaire survey and interview method,and finds that there are insufficient emergency management problems in Q County.Based on the analysis of 112 valid questionnaires and 30 interview records,this paper summarizes the common problems in the emergency management of public health emergencies of county-level governments in China,draws on the experience and practices of emergency management at home and abroad,and applies various theories such as crisis management theory,public management theory and governance theory.The path countermeasures for optimizing the capacity of public health emergency management of county-level governments were proposed.In this paper,the research results show that the Chinese government at the county level public health emergencies emergency management deficiencies,mainly in the emergency management system and mechanism is not optimal,emergency plan system is not sound,the operability is not strong,the information network system is not sound,money is not enough support capability is not strong,lack of trained emergency response team,such as various power integration is not enough.To this,the author from perfecting the government at the county level public health emergencies emergency management organization system,pushing forward the construction of the standardization of the public health emergency plan system and improve the public health information management network,the management of public health emergency material support,strengthening the construction of public health emergency response team,condensed comprehensive emergency disposal and so on six aspects put forward the countermeasure..
