Evaluation Of County-level Government’s Emergency Response Ability To Respond To Public Health Emergencies

The Party Central Committee clearly pointed out that we should actively speed up the construction in the field of public health emergencies,and further improve the emergency and prevention mechanism,which pointed out the direction for the construction of public health emergencies in China.With the rapid development of economy and society,various fields are still in the process of continuous construction and improvement,which also increases the number of public health emergencies.If there is no positive and perfect response mechanism,it will not only greatly weaken the credibility of the government,but also threaten the safety of people’s lives and property,and even endanger social stability.For the grass-roots government,it is in the first line to deal with public health emergencies.Its construction level in emergency has a decisive impact on the overall response to public health emergencies.How to effectively improve the emergency capacity of grass-roots government is an urgent problem to be solved.This paper first reviews the existing research on emergency management of domestic and foreign scholars,then introduces the relevant mature theory,uses Delphi expert consultation method,analytic hierarchy process and other research methods to screen the indicators of public health emergency response capacity,selects 4 first level indicators and 14 second level indicators,thus constructs the emergency response capacity evaluation model of Zhenfeng county government,and expounds and compares the results Based on the analysis of the case,data collection and investigation are carried out,and then sample empirical evaluation is carried out.According to the analysis of the evaluation results,the deficiencies of Zhenfeng county government in dealing with public health emergencies are pointed out,such as the lack of sound emergency management system,low response ability,imperfect monitoring and early warning mechanism,and low degree of fund allocation and material guarantee.In order to improve the emergency capacity of Zhenfeng county government,this paper puts forward the following countermeasures:(1)improve the emergency management system of public health emergencies of county government,which is embodied in strengthening prediction and early warning and information reporting,standardizing emergency handling procedures and properly arranging the post emergency events;(2)enhancing the emergency response capacity of the government to public health emergencies In order to improve the legal adjustment mechanism,increase the scientific and technological investment in emergency construction and build the pattern of participation of the whole people;(3)optimize the government emergency monitoring and early warning mechanism,which is embodied in the establishment of effective information unobstructed equipment and the consolidation of the risk early warning and assessment basis for public health emergencies;(4)strictly implement the emergency funds and materials guarantee in place.To improve the emergency ability of public health emergencies,it is necessary to build on the evaluation of emergency capacity of public health emergencies,which is a systematic project.This paper takes Zhenfeng County as an example to improve the emergency capacity of the emergency capacity,so as to improve the response of grass-roots government in the emergency public health events Emergency ability level.
