Research On The Evolutionary Game Of Stakeholders In PPP Model Combined With Medical Treatment And Elderly Care

The aging trend in China is becoming more and more serious.The number of disabled and semi-disabled elderly people is increasing.The contradiction between the traditional medical industry and the old-age service industry’s separation model and the increasing demand for medical and old-age care is becoming increasingly prominent.In this regard.In2018,the National People’s Congress proposed to introduce the government and social capital cooperation PPP model in the field of integrated medical care.This article will focus on exploring the existing inherent problems and solutions in the PPP model of integrated medical care and elderly care services.This article first defines the role positioning of different subjects in the PPP model of integrated medical and elderly care services,on this basis,an evolutionary game model of the PPP model of medical care and elderly care services is constructed.The game model is a tripartite game model of government departments,market social capital,and consumers.Through the analysis of the stability of evolutionary game,we can get the results of each subject in different situations.Evolutionary stabilization strategy,and then through Matlab software to simulate and simulate the dynamic evolution process of different subjects at each equilibrium point of the evolutionary game model,and assume that the penalty cost of market social capital changes,and the amount of incentives obtained by consumers’ active supervision changes.The evolutionary path of the game model and then analyzes the specific case of the Second Welfare and Social Center of Chaoyang District,Beijing,and concludes that the current PPP model of integrated medical and elderly care services currently faces the following problems: difficult to implement policy support due to multi-management of the government;difficulty in the connection of medical insurance payment;high fees for integrated medical and elderly care services;inefficient integration of medical and elderly resources;consumer social participation Awareness needs to be improved;lack of a professional talent team training mechanism.Draws conclusions: First,government departments need to maintain a relatively high level of supervision,while at the same time increasing the level of government credibility,avoiding government failures,and appropriately increasing the punishment of “opportunism” against market social capital.The intensity should not be too large;the second is that market social capital information needs to be open and transparent,to reduce the profit space obtained by the use of information asymmetry by market social capital,and the market social capital investment method urgently needs to be standardized and standardized;third,consumers need to improve their own society Participate awareness,and establish a full-life-cycle independent medical care and elderly care service PPP model regulatory agency,formulate reasonable and effective regulatory rules,and enhance consumers’ regulatory enthusiasm.Based on this,this article proposes from the government level: improve the management mechanism,implement preferential measures,and establish and improve the long-term care insurance system;from the market level: build a multi-level medical care and elderly care service,and organically connect medical and elderly resources;propose from the consumer citizen level.The six policy recommendations to give full play to the subjective initiative of consumer social participation and build a professional talent team are of certain significance in improving the practical problems faced by the PPP model of integrated medical treatment and elderly care services in my country.
