A Study On The Behavioral Strategies For The Construction Of Medical And Elderly Care System In Governmental Inter-sectoral

With the active response to the ageing of the population becoming a national strategy,the construction of the Medical and Elderly Care System has also been launched nationwide.Different government departments have adopted different behavioral strategies in the process of building the Medical and Elderly Care System due to their responsibilities,powers and capabilities.The collaborative behavior among government departments affects the process and efficiency of the Medical and Elderly Care System.This paper is based on intergovernmental relations theory,public choice theory,and evolutionary game theory,the behavior of each government entity participating in the construction of an integrated health care system is investigated through an evolutionary game,and the behavioral strategies of the vertical government departments and horizontal government departments are simulated through system dynamics.We found that there is a mechanism of interest distribution among government departments.The behavior of government departments is influenced by how the interests are distributed.Among the vertical government departments,the policy promotion by the central government is beneficial to accelerate the Medical and Elderly Care System by local governments.As a result,the central government will continue to strengthen the evaluation and supervision of the system in the future.For local government departments,whether they actively build the Medical and Elderly Care System is influenced by the ratio of central government revenue sharing.The behavior of local government departments gradually shifted to negative construction of the Medical and Elderly Care System when the central government departments exceeded a certain threshold in the proportion of shared benefits allocation.Among the horizontal government departments,cost and benefit are the key to influence the behavior of whether each government department actively constructs the Medical and Elderly Care System or not,the participation of the health insurance sector has a positive effect on the Medical and Elderly Care System.And the conclusions of the paper are verified by simulating the evolution process of behavioral strategies among the three departments through the System Dynamics.The main recommendations of this paper are as follows: firstly,improve the toplevel design of the Medical and Elderly Care System policy,secondly,strengthen the Medical and Elderly Care System medical insurance support,thirdly,integrate the Medical and Elderly Care System construction resources,fourthly,optimize the Medical and Elderly Care System government cooperation network,fifthly,strengthen the Medical and Elderly Care System evaluation and supervision mechanism.At the end,we mainly explain the research conclusions,research shortcomings and outlook of this paper.
