With the deepening of China’s aging population,coping with aging has been elevated to a national strategy.The aging of the population and the health problems it generates have brought major challenges to China’s pension model,the traditional "separation of medical and nursing" model is difficult to meet the current needs,the implementation of "integration of medical and nursing care" policy is an important measure to achieve the dual needs of the elderly for pension and medical needs.The integration of medical and nursing care policy is being implemented throughout the country,but in the current implementation of the policy,there are problems such as insufficient motivation for medical care,inadequate ability to care for the elderly,difficulty in implementing some existing policies,differences in the goals of multiple subjects,and contradictions in interests.In order to actively respond to the major challenges brought about by China’s aging population and promote the better implementation of the integrated medical and nursingcarepolicy,weurgentlyneed toconductin-depth research ontheseissues.This paper adopts the method of game theory,based on the limited rationality of game subjects,according to the different stages of the implementation of the integrated medical and elderly care policy,the central-local game model of the central government and local government,and the three-way dynamic evolution game model of local government,medical and nursing care institution,and elderly consumers were constructed,then systematically analyzes the behavior evolution characteristics of various stakeholders,the evolution law of behavior strategy selection and its mutual influence of different subjects in the game process.In addition,MATLAB software is innovatively used to carry out dynamic simulation analysis of "integratedmedicaland nursing care" policy,andsimulatetheinfluenceofvariousparameterson the evolution path and rate of the system under different scenarios,so as to reveal the impact of key sensitive factors on the effect of policy implementation.In this way,we can explore the effective mechanism for local governments to fully implement relevant policies,and the effectiveways formedicalcareinstitutionsandtheelderly toactively cooperatewith policies.The results show that: first,If we want local governments to fully implement the policy,it is necessary to reduce the supervision costs of the central government,reduce the cost of human and material resources,and explore efficient and effective supervision methods;Second,it is necessary to give reasonable but strong punishments to local governments for incompletely implementing policies,and maximize the ultimate benefits that can be obtained by local policies fully implementing policies;Third,the behavior strategies of all parties are affected by the initial will,while the elderly are moresensitive to the government’s negative attitude,and the integrated medical and nursing care institutions are more sensitive to the government’s active supervision status;Fourth,measures such as increasing policy publicity and financial investment,improving supervision mechanisms,and improving reward and punishment systems are conducive to the realizationofpolicygoals. |
