China is facing challenges due to an aging population;the Chinese government has designed innovative strategies to positively respond to population ageing.The strategy of combing medical treatment and elderly care is receiving increasing attention,which aims to combine medical and elderly care resources to provide necessary services and improve the quality of life for the elderly.The city of Hulun Buir is in the northeast of Inner Mogolia Autonomous Region,where the proportion of aging population is larger than the average proportion of aging population in China.The number of aging populations is growing in Hulun Buir;therefore,Hulun Buir has a high demand for the service of combined medical and nursing.In 2017,Hulun Buir was selected as an Autonomous Region-level pilot city for testing the service model combing medical treatment and elderly care.With the support of local government,Hulun Buir has successfully adopted the combination model to provide medical and elderly care services for older people.The local government has developed policies to improve the service,but some important issues remain unresolved.Based on the welfare pluralism theory and quasi-public goods theory,this work aims to investigate the factors that limit the development of medical-elderly care combination service in Hulun Buir by collecting data from 18 medical institutions via interviewing and questionnaire survey.The present work also compares the model of combing medical and elderly care in different countries.Considering domestic and foreign advantages of the combination model,this study will provide suggestions for the local government in Hulun Buir to make new policies to further improve the combination service of medical and elderly care.
