| In the process of economic globalization and China’s more opening up to the outside world,the development of the civil aviation industry has also encountered unprecedented opportunities.However,the civil aviation safety is often threatened by complex and volatile emergencies in this changing and unstable global situation.In this new situation,it is difficult to rely on the capacity of government or a single agency to meet the new requirements of emergency management.Therefore,it is urgent for the government to optimize emergency management model and enhance related services.The government should actively promote the collaborative development in management of civil aviation emergencies between agencies,governments,markets and society.To effectively deal with the problem in case,support from all parties is needed in public safety and social stability.Taking W city as an example,this paper studies how well various agencies cooperate in civil aviation emergency management,and seeks to find strategies to optimize the cross-agency collaboration.This paper employs Crisis Management 6C Principles,Network Governance Theory and Collaborative Governance Theory as the theoretical foundation,combining questionnaire survey,participant observation and literature research as research methods.Firstly,the paper expound relevant concepts and theoretical background,analyzes the types and characteristics of civil aviation emergencies,analyzes the situation of civil aviation in China,and on this basis,discuss the necessity of cross-agency collaboration in civil aviation emergency management.Secondly,the paper applies first-hand data through field survey and questionnaire survey from various departments in W city.These data were used to analyze the positions and strategies of related departments in cross-agency collaboration,meaning to identify and classify existing problems and deficiencies in collaboration.The problems listed such as short in awareness of collaboration,lacking coordination and management,unreasonable organizational structure,and insufficient cooperative capacities.Thirdly,the author investigates and summaries the causes of the above problems are as follows:cultural lag in cooperation,incomplete system,restrain of traditional administrative system and interest conflicts between different agencies.In conclusion,this paper brings improvements in various agencies cooperate in civil aviation emergency management in 5 aspects: cultivating cross-agency collaborative cultural,optimizing organizational structure,complete coordination mechanism,strengthening cooperative capability and advancing sound legal system.Through the case of W city,the author aims to improve collaboration competence in civil aviation emergency management,and hope can be used as further reference for those in need of cross-agency collaborative solutions in related area. |
