Research On The Emergency Management Capability Of Civil Aviation Airports From The Perspective Of Collaborative Governance

The civil aviation industry is considered to be an important strategic industry that promotes my country’s socialist economy and development.In recent years,the total volume of transportation turnover and passenger transportation completed by the entire civil aviation industry have been steadily increasing.It has some influence,but the overall development trend of civil aviation remains unchanged,and the state and ministries have also put forward new goals and high requirements for the development of civil aviation.In such a booming environment,how civil aviation can improve service quality,strictly abide by the bottom line of safety,and protect the personal and property safety of each passenger has become a crucial development prerequisite.However,the frequent occurrence of large and small emergencies every year shows that There are still hidden dangers in the operation of civil aviation in my country,and public crisis events may still occur.Such as China Southern Airlines "3.7" incident(2008),Xinjiang "June 29" hijacking incident(2012),Sichuan Airlines3U8633 alternate landing incident(2018),etc.Although the probability of civil aviation emergencies is lower than that of general ground traffic accidents,once they occur,they are likely to cause serious adverse consequences.The scope is wide and the impact is deep.There are many subjects that need to coordinate and participate in emergency management,and the tasks are heavy.It will cause the airport’s carrying capacity to exceed the limit,the paralysis of the regional airline network,and the public’s excessive group behavior.What’s more,it may cause large-scale serious injuries or deaths,and serious social and economic property losses.As the main battlefield for civil aviation emergency,the level of its emergency management capability directly affects the handling effect of emergencies.By studying the basic data of civil aviation development and airport operation in the past 6 years,relevant documents and materials of civil aviation emergency management and typical domestic and foreign cases,in sorts out the development process and current situation of civil aviation emergency management,clarifies the emergency management mechanism of Chengdu Shuangliu International Airport,and constructs the civil aviation airport visually.Shuangliu Airport’s emergency management system for emergencies.Based on the case study method combined with 791 questionnaire surveys and comparative analysis obtained from frontline employees of Shuangliu Airport,civil aviation related personnel and frequent travelers in Chengdu,it is believed that the current emergency management capabilities of Shuangliu Airport have five problems,including imperfect regional coordination policies,imperfect coordination of safety supervision,untimely emergency response,incomplete awareness of personnel capabilities,and inadequate publicity of emergency knowledge.Carefully analyze the causes,and comprehensively consider local governments in view of the current situation of Shuangliu Airport and the characteristics of its own policies,regions,environment,etc.Comprehensively consider the various rights and responsibilities of local governments,civil aviation’s regional supervision bureaus,regional administrations,regional air traffic control bureaus,local airport group companies,and related aircraft operations and related relations.Drew four suggestions for building a collaborative emergency management system,strengthening smart collaborative emergency response forces,cultivating personnel’s collaborative emergency response capabilities,and creating a nationwide collaborative emergency response awareness.We hope to provide support for the optimization and improvement of civil aviation airport emergency management capabilities with points and areas.
