2020 is destined to be an extraordinary year.The COVID-19 at the beginning of the year was a major public health emergency in China that spread fastest,spread most widely and had the greatest difficulty in prevention and control since the founding of New China.Fortunately,after the outbreak of severe acute respiratory syndrome(SARS)in 2003,China has gradually established an emergency management system to deal with public health emergencies.After experiencing public health emergencies such as Middle East respiratory syndrome,Zika virus,Ebola virus,A H1N1,etc.,relevant policies and procedures have been continuously improved in practice.With the determination and efforts of the Party and the people of the whole society,In this COVID-19 epidemic event,a world-renowned answer sheet was handed over.The closed cabin environment,large-scale crowd aggregation and large-scale and cross-regional mobility have brought huge cross-infection risks to civil aviation.Therefore,civil aviation is the key link to prevent the threat of infectious diseases and block the chain of infection,and plays an important role as an important part in the emergency management system.Actively and properly respond to public health emergencies is not only the responsibility of the country to protect national security,but also can establish a good international image for China in the world.This paper takes civil aviation’s response to the COVID-19 as the research object,and explains the concepts of civil aviation,public health emergencies and emergency management by studying the references on emergency management of public health emergencies and civil aviation emergency management at home and abroad.Based on the comprehensive emergency management theory and the collaborative governance theory,the existing civil aviation laws and regulations,the organizational structure of emergency management,information transmission,etc.are summarized.At the same time,according to the three stages of the development of COVID-19 epidemic in China,the efforts and achievements of civil aviation in each stage,as well as the difficulties faced,are sorted out.Use the comprehensive emergency management theory to analyze the problems occurred in the four stages of emergency prevention and preparation,monitoring and early warning,emergency response and recovery.After in-depth analysis and discussion of the problems,the deep reasons were found:the development of relevant civil aviation laws and regulations was lagging behind,the departments were "afraid to cooperate,unable to cooperate",the international civil aviation cooperation agencies were not fully operational,and the civil aviation emergency management team training system was not sound.Finally,based on the research and analysis of the problems and causes,four optimization suggestions for civil aviation to respond to public health emergencies are put forward.First,improve the laws and regulations of civil aviation to respond to public health emergencies,second,strengthen the central role of civil aviation in the emergency management of public health emergencies,and third,strengthen the foreign-related rule of law and strengthen cooperation in the field of international civil aviation,Fourth,strengthen the construction of civil aviation personnel team for emergency management of public health emergencies.With the rapid development of China’s economy,the rapid change of infrastructure and the increasing proportion of population urbanization,the threat of infectious diseases in the future will only become greater and greater.Further improving the civil aviation emergency management capacity for public health emergencies is not only an urgent need for the current situation of epidemic prevention and control,but also an urgent need for the future human struggle against major infectious diseases.Therefore,it is of great significance to study the emergency management of civil aviation public health emergencies. |
