The construction of water conservancy projects generally need a long cycle,with large investment,high construction standards,large restrictions on topography and geology of them.Project management of these projects is complicated,and project progress is often delayed.complicated project management of it.and frequent delays in project progress.Delay will not only lead to contract breach,which increase the project cost and affect the income level,but also bring construction quality risks and safety hazards,ultimately limit the reputation and development of the contractor.Project schedule management has become an important factor which restricts the construction effect of such projects,so it is necessary to use scientific and reasonable project management methods to manage the project schedule.This paper selected the Construction project of Mingshui River Tidal gate in W City as the research object.Due to the impact of COVID-19 pandemic in 2020,MingShui River Tidal gate has been delayed.It won’t be delivered on time if the project schedule is not properly optimized.And the ecological environment and economic benefit of Mingshui River basin in W City will beadversely effects.Through the field visit,we can master the overview and progress management status of Mingshui River tide gate project.We conducted interviews and questionnaires with project managers and summarized the problems existing in current project schedule management.There is a obvious schedule delay,resulting in the failure to deliver on time according to the initial project schedule plan;Equipment and resources cannot meet the construction needs;Not adjusting the project schedule in time;Geological and natural environmental issues also seriously affected the project schedule.Then we Further analysis the cause of schedule delay:First,the progress management method is not properly applied,and the critical path method in the initial application of the project can no longer meet the needs of project progress management;Second,the project schedule is not reasonable,there are problems in the process arrangement logic,and a lot of safe time is left on the construction period;Third,the lack of effective project control means,poor organization and coordination,lead to human resources,materials,equipment and other resources conflict.This study uses the critical chain method to optimize the schedule management of Mingshui River project.By resetting the working time,eliminating the safety time,the initial critical chain can be identified.We then balanced resource collisions,set buffers,monitored buffers,and carried out subsequent construction according to the optimized project schedule.In the process of implementing the optimization scheme,through the consumption of buffer,we used the earned value method to compare and analyze the progress.We made reasonable adjustment to the schedule management according to the analysis results.Finally,the project duration was shortened,and the project was completed 46 days ahead of the contract time.the management goal of the Mingshui River tide retaining sluice project is achieved.This paper fully verifies the applicability of critical chain method in the schedule management of Mingshui River tidal gate project.It is proved that scientific schedule management is beneficial to achieve the project schedule target,and also provides some experience for the related water conservancy project schedule management.The optimal control of schedule management exists dynamically;The critical chain project management can find the optimal solution between resource conflicts,reduce the influence of human behavior factors,cope with the project delay well,and solve the problem of deviation and lag;The implementation of scientific and reasonable schedule assurance measures such as organizational management,technical standards,quality and safety,emergency management,etc.,is also indispensable. |
