| According to the statistics of the Foresight Industry Research Institute,the total output of rural waste in China shows a continuous growth trend.Due to the scattered sources of rural waste generation,the relative lack of environmental protection facilities,insufficient funds for environmental protection,farmers’ environmental protection concept is relatively backward and other reasons,rural waste treatment is more difficult.The phenomenon of rubbish surrounding villages still exists,resulting in a more serious pollution of the human environment.Against this background,the State attaches great importance to the treatment of rural domestic waste and has issued the Five-Year Action Plan for the Improvement and Upgrading of the Rural Habitat Environment(2021-2025),which clearly proposes to establish a sound system for the collection,transportation and disposal of rural domestic waste to solve the problem at source.Under the call of the Central Government,local governments have attached greater importance to the treatment of rural domestic waste and have formulated specific action plans based on local rural conditions to provide policy support for carrying out rural waste treatment work.On this basis,the treatment of rural domestic waste has achieved certain results and the rural environment has improved considerably.However,there are still problems such as weak awareness of environmental protection among rural residents,insufficient participation of multiple governance subjects,and difficulties in consolidating governance achievements.Therefore,the issue of rural household waste management deserves further study.Based on the "three circles theory",this paper uses literature research,in-depth interviews and case studies to conduct field research in Huxi Town,Zhejiang Province,to gain an in-depth understanding of the current situation of waste pollution and management in Huxi Town.The research found that Huxi Township has actively explored solutions to deal with rural domestic waste management and has achieved certain results.However,there are still dilemmas in the management of rural domestic waste.On the one hand,there are differences in the governance concepts of the relevant governance subjects and difficulties in the integration of governance capabilities;on the other hand,the external support received by the relevant governance subjects is insufficient.The reasons for this are,firstly,that overly rational values drive governance subjects to make different value choices,secondly,that differences in governance capacity lead to different behavioural choices made by subjects,and thirdly,that inadequate integration of support elements leads to insufficient access to external support.To this end,this paper explores the optimisation path for expanding the "Nike zone" of waste management from three dimensions: value,capacity and support.The main manifestations are to reshape the value orientation of governance to enhance the value circle,to improve the comprehensive capacity of governance to integrate the capacity circle,and to increase the strength of governance support to expand the support circle,with a view to realising the interaction and coordination of the three dimensions of value,capacity and support,and thus forming the integration of the three circles.The three-circle integration model provides a new governance path for rural domestic waste management,which helps to improve the long-term benefits of rural domestic waste management and realise the construction of beautiful villages. |
