Study On The Treatment Of Rural Household Waste Based On PPP Model In Kaifeng City

Promoting rural revitalization in an all-round way is a major task facing the great rejuvenation of the Chinese nation.It has become a deep aspiration of the Party and the state to make farmers’ lives better.In the process of promoting rural revitalization,the treatment of rural household garbage not only affects the overall improvement of rural living environment,but also is an important way to achieve ecological livable and a happy life for farmers.In recent years,although some achievements have been made in the treatment of rural household garbage,there are still some common problems such as insufficient funds,imperfect treatment technology and urgent improvement of treatment efficiency.In 2021,the National Development and Reform Commission pointed out that the PPP model should be promoted in a standardized and orderly manner,give full play to the guiding and promoting role of government funds,and attract private capital to intervene in the development of municipal administration,transportation,ecological environment,social undertakings and other areas that need to strengthen the weak links.The PPP model has received key attention in the ecological environment and other areas.Therefore,this paper takes Kaifeng City as the research sample,analyzes the existing problems and causes of the treatment of rural household garbage under the PPP model through the investigation of the treatment of rural household garbage in Kaifeng City,and puts forward relevant countermeasures to improve the treatment effect of rural garbage under the PPP model.This has certain practical value and theoretical significance for PPP model applied in the field of public service,rural ecological environment governance and other aspects.In this paper,literature research method,field investigation method,statistical analysis method is used to deeply study the treatment situation of rural household garbage in Kaifeng City based on PPP model,and on this basis,effective suggestions are put forward.Firstly,based on the rich research results of domestic and foreign experts and scholars,the concepts of PPP model and rural household waste are defined,which lays the foundation for the later research.Secondly,on the basis of combining governance theory,multi-center governance theory and collaborative governance theory,the paper studies the governance of rural household garbage in Kaifeng under PPP model.Thirdly,after a brief introduction to the evolution of rural solid waste treatment mode in Kaifeng City,I went to each village and town to investigate the current situation of rural solid waste treatment under the PPP mode,conducted questionnaire survey,interview and other field research,and sorted out and analyzed the collected data.From the current situation of the management and control system,the current situation of daily supervision,the current situation of relevant laws,regulations and policies,the current situation of the evaluation of rural solid waste management under the PPP model,the current situation of the villagers’ awareness level,the current situation of financial investment,the results of the collected data were analyzed,and the situation of rural solid waste management under the PPP model was fully elaborated.After that,the problems of rural household garbage management in Kaifeng City under PPP model and the reasons behind it are deeply analyzed.The existing problems mainly include: low governance and control level under PPP model;Low enforcement of relevant policies and regulations;Villagers’ awareness of active participation in the treatment of household garbage under PPP mode is weak;Insufficient supply of funds for waste treatment.The main reasons for the problems are: the main responsibility of household garbage management under the PPP model is fuzzy;Related policies,regulations and supervision lack pertinence in PPP mode;The villagers’ general cultural level is not high,and the way of propaganda is too simple;The financing risk protection system is not perfect.Then,the experience and enlightenment of rural household waste treatment PPP mode at home and abroad are summarized.Finally,combined with the relevant theories and the problems existing in the treatment of rural household garbage in Kaifeng City under the PPP model,the corresponding countermeasures are put forward: establish and perfect the PPP model system,clarify the responsibilities of multiple supply subjects;Innovate the PPP mode management mechanism of rural waste treatment;Strengthen publicity and education,guide villagers to participate;We will strengthen capital investment and expand diversified channels for capital investment.
