Study On Multi-Subject Cooperative Treatment Of Rural Household Garbage In S Town,Danjiangkou City

Since the reform and opening up,the rural economy has developed rapidly,and the living standard of villagers has been greatly improved.However,the quantity of rural household waste is increasing,and the development trend is diversified and complicated,and the rural household waste problem is gradually prominent.The rural revitalization strategy states that ecological livable conditions are the key to building a beautiful countryside,which fully reflects the Party and the state attach great importance to rural ecological and environmental issues.In the process of building a beautiful countryside,rural household waste is a "stumbling block" to the development of rural society,so it is of great significance to explore the effective treatment of rural household waste.Under the background of rural revitalization strategy,starting from the theory of human settlement environment and collaborative governance,through literature research and field visits,the present situation and results of collaborative governance of rural household waste in S Town,Danjiangkou City,Hubei Province were understood.From the perspective of town government,village committee,sanitation enterprises and villagers,the main body behavior of collaborative treatment of rural household garbage is analyzed.The collaborative treatment process of rural household garbage in S Town is analyzed from four aspects: main body gathering,equal consultation,reaching consensus and collaborative action.The collaborative governance mechanism of rural household garbage in S Town is analyzed from four aspects: communication and coordination mechanism,trust mechanism,incentive mechanism and supervision mechanism.Through questionnaire survey and interview analysis,it is found that there are some problems in the collaborative treatment of rural household garbage in S Town,such as the relationship between subjects is not close,the internal motivation of multiple subjects is insufficient,the collaborative governance structure is unreasonable,and the participation efficiency of multiple subjects is low.The reasons behind this are that the concept of collaborative governance is not in-depth,there are conflicts of interest among the subjects,the operation mechanism is not perfect,and the multiple subjects have their own limitations.On this basis,countermeasures and suggestions are put forward to strengthen the multi-subject collaborative governance of rural household garbage in S Town: improve the efficiency of government governance,guide the market to participate actively,improve the participation of villagers’ associations,and enhance the level of village autonomy.By taking multiple measures at the same time,we can improve the level of multi-subject collaborative management of local rural household garbage,thus promoting the construction of beautiful countryside and finally realizing the goal of rural revitalization.
