Research On Rural Household Waste Treatment In H County Of Liaoning Province

In recent years,under the guidance of the rural revitalization strategy,the process of rural development in China has been gradually accelerated,and the living standards of farmers have been continuously improved,and the resulting problem of garbage management has become increasingly prominent.In many rural areas,the phenomenon of "garbage surrounding households and garbage surrounding villages" appears,which not only brings inconvenience to the daily life of rural residents,but also affects the appearance of the village,which is not conducive to the construction of rural ecological civilization.At present,rural garbage management mainly focuses on the status quo and mode of rural household garbage,governance strategy,residents’ participation in garbage management behavior,influencing factors and system exploration.After more than ten years of exploration and practice,rural environmental governance is very important to realize rural revitalization,create a livable environment in rural areas and ensure the health of villagers.How to adhere to the concept of sustainable development as the guidance,give full play to the advantages of the government,society and residents to solve the problem of rural household waste management,has become a topic of The Times.Based on the governance theory of Grisstock and combined with the specific practice of H County,Liaoning Province,this paper studies the problem of rural household waste treatment in H County,Liaoning Province through questionnaires and interviews.This study mainly includes the following four parts: First,the concept of rural household garbage and garbage treatment is expounded,and the applicability of gristock governance theory to the problem of rural household garbage treatment is analyzed.Secondly,introduce the basic situation of the treatment of rural MSW in H County,Liaoning Province,including the treatment mode,characteristics and measures of rural MSW in H County,Liaoning Province;based on the analysis of the questionnaire and interview results,the problems existing in the treatment of rural MSW in H County are proposed.Thirdly,it analyzes the causes of the problem of rural household waste treatment in H County,Liaoning Province,and finds that the absence of garbage governance,the definition of power and responsibility is unclear,the resultant force and independent autonomy network,and the lack of innovation consciousness.Finally,in view of the problems and causes raised above,the problem of rural garbage management in H County,Liaoning Province was solved from five aspects: changing the villagers’ concepts,clarifying the rights and responsibilities of the subject,strengthening social cooperation,promoting social participation and improving governance efficiency.
