Research On Problems And Countermeasures Of Cooperative Prevention And Control Of Geological Hazards In Aba Prefecture

As a typical social public security and crisis event,geological disasters have the characteristics of suddenness,diversity and relevance,and usually cause relatively serious casualties and property losses.Therefore,the prevention and control of geological disasters has higher requirements for the governance model,which requires strengthening innovation in the governance mechanism.Most of the prevention and control of geological disasters at home and abroad have adopted the management mechanism of multi-sector and multi-agent collaborative prevention and control,but there is still no relatively general solution in terms of the types of subjects involved in prevention and control,the scope of coordination and the coordination mechanism.As a country with high frequency of geological disasters,China has made some achievements in the construction of cooperative prevention and control mechanism,but there are still some problems and deficiencies.It is of great practical significance to study the cooperative management strategy and path of geological disaster prevention and control.By analyzing and studying the connotation,mechanism and implementation path of the theory of collaborative governance,Thesis discusses the problem of collaborative governance in the prevention and control of geological disasters,and takes Aba Prefecture,Sichuan Province as the research object,and establishes a theoretical analysis framework based on the theory of collaborative governance.In the study,we collected and analyzed relevant literature and data on collaborative governance and its practice in social public security and crisis events at home and abroad to provide theoretical support for the study.At the same time,through the analysis of the basic situation of geological disaster prevention and control in Aba Prefecture,the practical exploration of collaborative management and the results achieved.According to the realization path of collaborative governance,the problems and reasons in the collaborative prevention and control of geological disasters in Aba Prefecture are analyzed from three aspects: the collaborative governance mechanism,the cultivation of participants,and the internal and external environmental thrust.It is found that the existing problems mainly include the insufficient joint efforts of the government in the collaborative governance,the large differences in the levels of the governance objectives of social entities,the weak ability and awareness of the social entities in the collaborative governance,and the backward technical support system for collaborative governance The social and cultural atmosphere of collaborative governance has not yet been formed.The reasons for the above problems include: the governance concept in the coordinated prevention and control of geological disasters is backward,the supporting system is not perfect,the government is not enough to cultivate the social subject,the communication channel and participation platform are not perfect,the investment in the construction of technical support system is insufficient,and the construction of government-civil collaborative governance culture lags behind.Then,the comparative study method was used to sort out and study the methods of collaborative prevention and control in three areas with high frequency of geological disasters in Jiujiang City,Dali Prefecture and Maoming City,and the experience was summarized according to three aspects of the implementation path of collaborative management.On this basis,combined with the problems and causes in the collaborative prevention and control of geological disasters in Aba Prefecture,the corresponding optimization countermeasures are put forward: in the construction of the mechanism for the collaborative management of geological disasters,the government should continue to change the concept of geological disaster prevention and control,and improve the corresponding collaborative prevention and control system;In terms of the cultivation of the consciousness and ability of the social subject in the coordinated governance of geological disasters,the cultivation of the social subject’s coordinated governance ability should be strengthened,and the institutionalized communication channel and participation platform for the coordinated governance should be established and improved;In terms of the cultural and technical construction of the coordinated governance of geological disasters,we should increase the investment in the construction of the technical support system for the coordinated governance,and promote the construction of the cultural atmosphere of the coordinated governance of officials and people in the prevention and control of geological disasters.
